Location: Naval Construction Group ONE, Port Hueneme, California

Work Schedule: Full-time, onsite; Monday through Friday, approximately 7:30 a.m. 4:30 p.m.

Travel: None

Anticipated Security: Active clearance is not required; however, candidates must be U.S. citizens and able to obtain a favorable government background/suitability determination.

Pay Rate: $60-$65/hr. on 1099 all inc
Position Summary
We are seeking a qualified Facilities Program Analyst to provide facilities planning, maintenance coordination, program analysis, and administrative support to Naval Construction Group ONE (NCG 1) at Naval Base Ventura County in Port Hueneme, California.

The Facilities Program Analyst will assist with the maintenance and management of approximately 150 facilities across Point Mugu, Port Hueneme, Fort Hunter Liggett, and China Lake. The selected candidate will coordinate with Public Works Department (PWD), Naval Facilities Engineering Systems Command (NAVFAC), the U.S. Army Corps of Engineers, and subordinate NCG 1 units.

This position is designated as key personnel. The candidate's resume will be subject to government review and approval.

Key Responsibilities
  • Analyze current and future facility requirements for active and reserve NCG 1 units.

  • Develop and maintain Facility Requirements Studies, Basic Facility Requirements, and supporting planning documentation.

  • Prepare and update DD Form 1391 documentation supporting military construction, major maintenance, and facility replacement projects.

  • Support execution of the two-year Minor/Major Maintenance Action Plan and development of the 10-year facilities master plan.

  • Track facility funding allocations, expenditures, project milestones, operating costs, and budget requirements.

  • Research potential funding sources and prepare draft budget inputs and supporting justifications for government review.

  • Maintain facility records, engineering drawings, maps, charts, asset information, deficiency logs, and related electronic and physical files.

  • Enter and maintain government-approved facility and asset information in the Navy Facility Assets Data Store (iNFADS).

  • Receive and evaluate requests for space allocation, maintenance, and facility improvements and provide recommendations for government consideration.

  • Coordinate technical and administrative activities with NAVFAC, PWD, USACE, host commands, and other engineering support organizations.

  • Support Navy Expeditionary Combat Command Inspector General facility assessments and command inspections.

  • Analyze Annual Inspection Summary data and prepare inputs for Sustainment, Restoration, and Modernization budget execution planning.

  • Monitor basic facility trouble tickets and support the goal of reducing the backlog by approximately 10% each quarter.

  • Manage and monitor Inter-Service Support Agreements involving utilities, maintenance, and other facility-support services.

  • Consolidate facilities requirements and prepare the NCG 1 Integrated Priority List for government review and approval.

  • Support warehouse, inventory, materials-control, and camp-maintenance activities.

  • Prepare reports, briefings, flowcharts, cost estimates, environmental documentation, and other command correspondence.

  • Participate in meetings, inspections, data calls, and program reviews and provide clear status updates to government stakeholders.

  • Maintain complete confidentiality and properly safeguard government information, systems, records, keys, and facility access credentials.

Required Qualifications
  • Demonstrated experience in facilities planning, facilities maintenance, engineering support, construction program support, or a closely related field.

  • Technical knowledge of Navy Facilities Maintenance Plans and Navy Basic Facility Requirements.

  • Experience preparing or supporting DD Form 1391 documentation.

  • Operational proficiency with Maximo or comparable computerized maintenance and facilities-management systems.

  • Experience maintaining facilities databases, asset records, maintenance documentation, and project-tracking information.

  • Working knowledge of warehouse operations, inventory management, and materials-control practices.

  • Strong analytical, administrative, data-collection, and reporting capabilities.

  • Proficiency with Microsoft Office or comparable office-productivity applications.

  • Ability to prepare professional correspondence, reports, presentations, flowcharts, and technical documentation.

  • Excellent written and verbal communication skills.

  • Strong critical-thinking, problem-solving, organizational, and public-speaking abilities.

  • Ability to work independently while coordinating effectively with government personnel, engineers, facilities managers, and external stakeholders.

  • Ability to exercise sound judgment when interpreting policies, procedures, technical guidance, and command directives.

  • Ability to meet deadlines and produce accurate, complete, and timely deliverables.

  • U.S. citizenship and eligibility to obtain required installation access and a favorable government background determination.

Preferred Qualifications
  • Previous experience supporting the U.S. Navy, NAVFAC, Naval Construction Force, Navy Expeditionary Combat Command, or another Department of Defense organization.

  • Familiarity with NAVFAC Asset Management, Facilities Maintenance Division, and Facilities Engineering and Acquisition Division operations.

  • Experience using iNFADS or another Department of Defense real-property or facilities-management system.

  • Knowledge of MILCON planning, Sustainment, Restoration, and Modernization programs, facility condition assessments, and project-prioritization processes.

  • Familiarity with Navy correspondence standards, records-management practices, and command filing systems.

  • Knowledge of applicable Unified Facilities Criteria, Navy facilities policies, occupational safety requirements, and environmental regulations.

  • Experience supporting government inspections, audits, command assessments, or quality-control activities.

Physical and Work Requirements
  • Work will primarily be performed in an administrative office environment at the government facility in Port Hueneme.

  • The position may require walking through facilities, participating in inspections, handling facility records or materials, and performing tasks requiring moderate physical effort.

  • The candidate must comply with all installation safety, security, information-assurance, and access-control requirements.

  • The selected candidate must complete required annual training, including Information Assurance, Antiterrorism Level I, Operational Security, PII, and other Navy-mandated training
