    About the Office of Commissioner Rodney Ellis

    There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.

    With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races. Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

    Job Summary:

    The Facilities Project Manager is responsible for planning, coordinating, and overseeing facilities maintenance and improvement projects across the organization. This role requires strong skills in project reporting, documentation, analytics, and the use of project management software and automation tools.

    The Facilities Project Manager ensures that all projects are accurately tracked, updated, and reflected in dashboards and reporting systems. The position reports directly to the Facilities Superintendent and plays a key role in maintaining operational efficiency, ensuring project transparency, and supporting data driven decision making within the Facilities Division.

    Essential Duties & Responsibilities

    • Manage and coordinate facilities maintenance and capital improvement projects from initiation through completion.

    • Develop and maintain detailed project plans, schedules, and documentation using project management software and Microsoft Office tools.

    • Track project progress, milestones, budgets, and deliverables, ensuring timely updates and accurate reporting.

    • Build and maintain dashboards, automated workflows, and reporting tools using Power Automate, Power BI, and Excel-based analytics.

    • Prepare professional project reports, presentations, and documentation using Microsoft Excel, Word, and PowerPoint.

    • Collaborate with internal teams, contractors, and vendors to support project execution and resolve operational challenges.

    • Ensure compliance with organizational standards, safety requirements, and regulatory guidelines.

    • Maintain organized project records, documentation, and audit-ready files.

    • Support continuous improvement initiatives by analyzing project data and identifying opportunities for process optimization.

    • Assist the Facilities Superintendent with strategic planning, workload forecasting, and resource allocation.

    Requirements

    Education Requirements

    • Bachelor's degree in Facilities Management, Construction Management, Engineering, Business Administration, or a related field; or equivalent combination of education and experience.

    Experience Requirements

    • 3-5 years of experience in facilities project management, maintenance coordination, or related operational project roles.

    • Experience using project management software (e.g., MS Project, Smartsheet, Asana, Monday.com).

    • Hands-on experience with data analytics, dashboard creation, and workflow automation (Power BI, Power Automate, or similar tools).

    • Demonstrated proficiency with Microsoft Excel (advanced functions preferred), Word, and PowerPoint.

    • Experience managing contractors, vendors, and cross-functional project teams.

    • Background in facilities operations, building systems, or maintenance environments is highly desirable.

    Knowledge, Skills, and Abilities:

    • Understanding of facilities maintenance processes, building systems, and project lifecycle management.

    • Knowledge of project management methodologies, documentation standards, and reporting practices.

    • Familiarity with data analytics, automation tools, and dashboard development.
