Job Announcement

Are you energized by keeping facilities running smoothly and making meaningful improvements every day? We're looking for a proactive and collaborative contract manager to support our Operations and Maintenance division. In this role, you'll work under the leadership of a facility manager and/or the Assistant Director of Operations and Maintenance, overseeing a wide range of maintenance, repair, and replacement activities across multiple building systems.

You'll have the opportunity to manage projects and contractors in areas such as HVAC/mechanical, plumbing, electrical, life safety systems (including fire alarms, sprinklers, and generators), conveying systems, structural repairs, building envelope, ADA compliance, and various civil/site elements (painting, fencing, paving, doors and gates, and more).

Other responsibilities include:

  • Lead, mentor, and develop a team of assistant contract managers
  • Ensure work assigned to contract managers is completed on time, within budget, and to high operational standards
  • Collaborate closely with the Department of Procurement and Material Management (DPMM) to guide contract development
  • Manage budgets for multiple blanket purchase orders, understanding financial impacts and ensuring cost-effective decisions
  • Conduct cost-benefit analysis and provide strategic recommendations to department leadership
  • Identify opportunities to enhance operational efficiency and strengthen facilities operations
  • Evaluate and recommend when to outsource work versus completing tasks in-house

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited college or university with a bachelors degree in planning, architecture, engineering, public or business administration or a closely related field: plus, four years of experience in performing building maintenance, repair and/or construction, or in managing residential or facilities development projects including two years of experience in supervisory or lead capacity.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • 5 or more years of experience in facilities operations, contract oversight, or maintenance management, preferably in a supervisory role for commercial building Subsystems in occupied buildings greater than 50,000 gross sq.ft. per building to include low rise and high rise (5 stories of more) buildings.
  • Experience supervising contract managers or facility staff.
  • 5 or more years demonstrated history in the full performance responsibility for a portfolio of commercial building subsystems infrastructure replacement projects in occupied commercial facilities including but not limited to: development of maintenance contracts, authoring scope of work, financial oversight, submittal approval, RFI responses, oversight of quality control, contractor selection and oversight of maintenance repair/replacement project documentation, project schedule, and risk mitigation.
  • Demonstrated strong familiarity, experience, and technical knowledge of commercial building electrical, life safety, building envelope, plumbing, conveying and associated trades and systems with oversight of maintenance projects and contracted maintenance programs in low-rise, mid-rise, and high-rise buildings.
  • Experience developing or managing facility maintenance or repair contracts.
  • Experience managing multiple budgets or blanket purchase orders.
  • Experience being responsible for managing commercial building projects and/or maintenance that included commercial critical system replacements up to $250,000.
  • Good verbal and written communication skills.

PHYSICAL REQUIREMENTS:

Ability to lift up to 30 lbs. Job is generally sedentary in nature, however, must be mobile for buildings and grounds site visits. Must be able to climb ladders to access equipment and roof tops. Must be able to communicate well verbally and in writing. Clear, concise, and professional communication. Strong written and verbal communication skills. All duties performed with or without reasonable accommodations.
