GENERAL SUMMARY

Responsible for supervising a team of union Class A service workers and janitorial staff, ensuring all cleaning, grounds, and exterior maintenance needs are managed at the Central Service Complex, off-site properties, fixtures, and all rented or leased locations. Oversees and contributes to the implementation of the Emergency Snow and Ice Plan, coordinates cleaning and grounds contractors, manages facilities service operations, and performs all other duties assigned by the Senior Director of Facilities Maintenance or KCATA Officer.

Ensures safety and quality standards and compliance across all service operations. Key responsibilities include being accountable for budget performance, managing work productivity, tracking cleaning and maintenance schedules, overseeing building and grounds cleanliness, and collaborating with other departments and contractors.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  1. Staff and Vendor Supervision:
    1. Plans, schedules, assigns, directs, supervises, and disciplines subordinates according to the Union Contract and KCATA rules, policy, and procedures.
    2. Sets appropriate staffing levels and fills in for temporary vacancies due to absences or unfilled positions in accordance with the union contract (CBA).
c. Coordinates and collaborates with other departments, vendors, and contractors on shelter cleaning, groundskeeping, janitorial, and other service projects. Provides ongoing training, mentorship, and performance feedback to ensure team skill development and operational excellence
  1. Cleaning and Grounds Operation:
    1. Oversees the proper execution of all interior cleaning, janitorial, and non-mechanical building maintenance activities. Develops and manages cleaning and grounds schedules, coordinates bus shelter maintenance and exterior painting, and addresses urgent facility needs promptly.
    2. Tracks cleaning assignments, grounds maintenance schedules, and inspection due dates using spreadsheets or management software, ensuring all tasks are completed on time.
    3. Coordinates event set-up, oversees personnel and fulfills any additional requests during the event.
  2. Projects:(Capital or Operational)
    1. Coordinates and oversees large and smaller-scale construction or renovation projects.
  3. Safety and compliance:
    1. Conducts safety inspections and training, and ensures the facility's compliance with all local, state, and federal regulations.
  4. Operational oversight:
    1. Collects and enters assigned department payroll, manage payroll, inventory, and supplies, and oversee waste management and facility cleanliness.
    2. Ensures the facility is well-maintained with staff hours entered correctly.
  5. Budget and records:
    1. Prepares and manage facility management budgets. Maintain accurate records of maintenance activities, projects, and expenditures.
    2. Monitors departmental performance using KPls such as project completion, budget adherence, and compliance metrics.
  6. Performs other duties as assigned to support departmental operations.
  7. Other duties as assigned.


SUPERVISORY RESPONSIBILITIES
  • Supervises and monitors performance for a regular group of employees.
  • Provides input on hiring, disciplinary actions, work objectives, performance evaluations, and realign work as needed.
FISCAL RESPONSIBILITY
  • Position has fiscal responsibility. Will assist in collecting data in support of recommendations for departmental budget allocations.
MINIMUM QUALIFICATIONS

Required Education and Experience
  • High school diploma (or GED equivalent).
  • Three (3) to five (5) years of experience in facilities management or equivalent experience.
  • An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.
Required Licenses or Certifications
  • Valid Commercial Driver's License.
Preferred Certifications
  • Relevant certifications in facilities management, service operations, or supervisory leadership may be considered.

POSITION TYPE AND EXPECTED HOURS OF WORK
  • Lead work in various conditions, including a typical office setting and exposure to extreme weather. Sometimes required to work or attend meetings and events in public and at all RideKC locations
  • Five working days, at eight hours per day, overtime may be required.
  • Varied shifts, including nights and weekends, may be required.
  • Occasional abnormal hours are expected and required for specific events and to reach all employees.
TRAVEL
  • Travel within the metropolitan area is required.
WORKING CONDITIONS & PHYSICAL DEMANDS
  • This position requires occasional exposure to unpleasant environmental conditions and/or hazards and requires medium physical effort. Incumbents may be required to exert up to up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.
