Facility Management Systems Specialist

This position, located in the Facility Management Division of the National Park Service Southeast Regional Office, will provide service to a network of parks within the Region. The Park units are largely characterized by a highly diversified infrastructure, geographically dispersed visitor/resource venues, with elaborate utility systems located in the multiple developed areas. The Region includes numerous buildings of various structural types and uses, with extensive park managed road and trail systems. The historical, cultural, natural and archeological diversity of park assets requires the application of a high level of knowledge and experienced in asset management operations.The position will provide technical support for all activities involved in asset management work associated with the Facility Management Software System (FMSS), PMIS, storm projects and reporting, data validation and verification, and participation in the formulation and executive of long-range strategies for facility management for parks within the network.

• Serves as the point of contact within the network parks for the FMSS and storm program. Develops and provide statistical data and reports as necessary. Makes recommendations of actions necessary to support the program including, but not limited to, asset identification and inventory, including attached equipment/ features, condition assessment parametric condition assessments, cost estimating, life cycle information, and work order generation. Assists Park management in the implementation and operation of all park FMSS activities and the establishment and coordination or short- and long-term schedules. Reviews and ensures accurate and timely records of park staff are entered into the FMSS databases. Develops business practices for entering required information to ensure accurate reporting. Establishes a Quality Assurance/Quality Control program for FMSS to review, validate and correct data. Coordinates training programs associated with the use and maintenance of FMSS database within the network of parks.   50%
• Facilitates the development of Asset Priority Index (API) ratings for all assets. Calculates and/or updates asset Current Replacement Value (CRV) using NPS-developed standardized methodology. Determines heritage and unique CRV values with cultural resource management and/or appropriate staff members.   20%
• Completes the annual review, closeout and setup of numerous complex maintenance work orders such as replacing aging infrastructure, preservation of a historic site, changes in facility usage and/or modernization for inclusion in the operational budget. Evaluates planned and actual cost of all work orders and updates as required. Reviews reports, analyzes and prioritizes asset needs, and provides project recommendations.   10%
• Using standardized guidelines, determines the condition of all assets, including annual and comprehensive assessments, life-cycle assessments, and daily work findings. Oversees all facility condition assessment activities. The makeup of the total asset program including the wide variety and design of buildings and other recreational venues, the presence of historic landmarks, and unique natural and cultural features requires the use of engineering or professional experts or experienced craftsman to conduct condition assessments, and validate complex assessment data.   20%
