Facility Services Officer Chief of Operations & Maintenance - Experienced Level Hawaii

NSA Hawaii is hiring a Facility Services Officer (FSO) with specialization in Mechanical and Electrical Systems to serve as the Supervisory FSO for our 24x7 Watch Team.

FSOs are responsible for oversight of the operation, maintenance, repair, modification, design, construction, and inspection of Agency facilities. Specific responsibilities vary based upon areas of expertise.

The Supervisory FSO will lead the 24/7 team of FSOs to ensure technical support of various infrastructure building systems (e.g. HVAC, electrical, mechanical, plumbing, fire protection, etc.), facilities improvement and maintenance. In addition, the candidate will communicate across all levels of leadership and brief command of ongoing events and large O&M efforts.

The Supervisory FSO should possess the ability to work with customers and partners to ensure building support functions, coordinate outages with mission customers, develop technical plans and efforts to enhance and troubleshoot issues. The Supervisory FSO role includes the development of Statements of Work (SOW), working Technical Task Orders (TTO) for repairs, and ensuring the execution of work.

Facility Services Officers (Mechanical & Electrical Systems): Assigned to the 24/7 Facilities Watch Team, monitor and operate the Chilled Water and Electrical distribution systems at the NSA complex. Responsible for monitoring the condition of all other facilities systems during scheduled and unscheduled outages, construction projects, and activities that place the facility in an abnormal condition. Key component services provided to assure reliable operations:

• Coordinate all utility outages with other maintenance customers and mission support elements.
• Ensure that timely notification of facility emergencies are made to all personnel that are impacted.
• Prepare and review daily logs and alarm summaries to ensure that follow-up actions are taken.
• Provide shift coverage to maintain the recommended staffing levels needed to operate the campus systems and provide emergency response to facility emergencies.
• Supervise Campus Utility outages when needed and assist with shutdown sequences and outage coordination.
• Review day to day operations of the Chilled Water and Electrical distribution systems and coordinate plant changes with Building Maintenance & Operations personnel.
• Provide accurate monitoring and control of the Agency's HVAC and Chilled Water Distribution systems through the Agency's Energy Management and Control Systems (EMCS).
• Provide accurate monitoring and control of the Agency's Electrical Distribution systems through the Agency's Supervisory Control and Data Acquisition (SCADA) System.
• Operations of the Chilled Water and Electrical distribution systems and coordinate plant changes with Building Maintenance & Operations personnel.
• Initiate daily plant status reports and make operator log entries to reflect the health and welfare of the systems.
• Maintain Operator logs to reflect any plant reconfigurations, responses to problem areas by tour persons, as well as any impact to Chilled Water distribution, Electrical distribution and Fire alarm operations.
• Conduct routine virtual Mechanical and Electrical Systems Tours to inspect and monitor maintenance activities to assure availability of systems are not interrupted.
• Respond and/or dispatch facility personnel to emergencies and routine service calls as needed.

Preferred Qualifications for FSO (Mechanical & Electrical Systems Operator) - Knowledge and experience in one or more of the following is desired:

• Building Automation System (BAS) operation
• Mechanical system operation

• SCADA system operation
• Construction technology/management

• Contract mechanisms
• Analysis and life-cycle maintenance of installations and facilities

The candidate should possess or be interested in acquiring expertise in electrical power control and SCADA systems, configuring protective relays, integrating power devices, PLC programming, networking technologies including Cisco switches/routers, IT management with Microsoft SCCM, and relevant protocols and security practices.The qualifications listed are the minimum acceptable to be considered for the position.

If qualifying with a degree, degree must be in Architecture, Interior Design, Electrical Engineering, Mechanical Engineering, or a related field (for example, Construction Management and Space Planning) or a Business related field (for example, Economics, Marketing, Accounting, Business Administration, and Finance).

Relevant experience must include two or more of the following: space planning or interior design; community or campus planning; construction; business administration; architecture; engineering (for example, facilities or infrastructure related field); finance; property or space management; trades or facilities operations; facilities system integration or interaction; hospitality; budgeting, cost estimating, project management activities in a related facilities or trade environment; building systems; HVAC; fire protection; plumbing. Certification in a relevant field (for example, electrical, mechanical, interior design) may count for up to one year of experience.

At least one year of experience leading people, projects, or programs specifically related to facilities or infrastructure is also required.

Entry is with a high school diploma or GED plus 10 years of relevant experience, vocational/technical training in a relevant field plus 9 years of relevant experience, or an Associate's degree plus 8 years of relevant experience, or a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 additional years of relevant experience, or a Journeyman license in a relevant field plus 4 years of relevant experience, or a Master Tradesman license in a relevant field with no additional experience.Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: $111,119 - $170,708 (Senior)

Work Schedule: This is a full-time position, Monday - Friday, with basic 8hr/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible).

DCIPS Trial Period: If selected for this position, you will be required to serve a two-year DCIPS trial period, unless you are a veterans' preference-eligible employee, in which case you are required to serve a one-year trial period. This trial period runs concurrently with your commitment to the position, if applicable. Before finalizing your appointment at the conclusion of your trial period, NSA will determine whether your continued employment advances the public interest. Upon completion of your trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
