PCG''s Human Services practice area is seeking a Family Services Manager to lead the Family Services team, which administers a range of interconnected programs designed to promote family stability and self-sufficiency within the CalWORKS program located within the County of San Diego. This role oversees Housing Assistance programs and client services funded through both Family Stabilization (FS), Housing Support Program (HSP), and the and the Refugee Housing Support Program (RHSP) which provide eligible families with transportation assistance, temporary and permanent housing support, and access to utility services. This position ensures the consistent delivery of high quality, client-centered services across all service regions, monitors program performance and outcomes, and maintains accurate reporting for internal stakeholders and external partners. The Manager will also develop, implement, and continuously improve policies, procedures, and operational practices to ensure compliance with all contractual, statutory, and regulatory requirements while maximizing available resources to achieve program goals.

Specific Responsibilities:

• Provide leadership, coaching, and supervision to Housing Services Supervisors, Housing Navigators, Housing Case Managers, Program Assistants, and other assigned staff. Assign work, monitor performance, and support staff development.
• Ensure the consistent delivery of high quality, client-centered housing and stabilization services across all service regions.
• Oversee the administration of housing assistance programs, including Family Stabilization (FS), Housing Support Program (HSP), and the Refugee Housing Support Program (RHSP) for CalWORKs participants experiencing housing instability or homelessness.
• Monitor housing placements, transportation assistance, utility support, and other stabilization services to ensure program effectiveness and compliance.
• Ensure accurate and timely data entry, case documentation, and reporting related to program activities, outcomes, and funding requirements.
• Develop, analyze, and utilize program performance data to evaluate service delivery, identify trends, and recommend operational and programmatic improvements.
• Compile, analyze, and present data using Excel and other reporting tools to support metric-based management, contract compliance, and decision-making.
• Prepare and submit accurate, timely internal and external reports, including reports related to housing outcomes, program performance, and funding utilization.
• Interpret and apply federal, state, county, and organizational policies, regulations, and housing program requirements to ensure compliance and quality service delivery.
• Monitor housing assistance expenditures, ensure accurate accounting of housing-related payments, and oversee funding utilization to maximize available resources.
• Develop, implement, and maintain policies, procedures, and internal controls that promote operational efficiency, program integrity, and regulatory compliance.
• Partner with internal and external leadership teams to communicate organizational goals, align priorities, and achieve program objectives.
• Collaborate with community partners, landlords, shelters, service providers, county representatives, and other stakeholders to support client success and enhance service delivery.
• Identify training needs and coordinate professional development opportunities for staff to promote continuous learning and program excellence.
• Provide guidance, coaching, and policy interpretation to direct reports and the teams they supervise.
• Participate in recruitment, interviewing, hiring, onboarding, and succession planning activities as staffing needs arise.
• Foster a culture of accountability, collaboration, innovation, and continuous improvement.
• Perform other duties as assigned.

Required Skills

• Strong proficiency in Homeless Management Information System (HMIS), housing data tracking and database systems, and Microsoft Office.
• Deep understanding of low-income tenant rights, subsidy administration, and local homeless support networks
• Background overseeing social services programs including staff supervision.
• Demonstrated ability to lead internally and externally.
• Ability to promote and communicate program models and desired outcomes to external and internal stakeholders.
• Superior organizational and interpersonal skills; position requires the ability to maintain and develop relationships from various environments.
• Experience successfully communicating and leading diverse work teams.
• Experience engaging and maintaining strong working relationships with community partners.
• Ability to develop and evaluate processes and procedures to improve operations.
• Exceptional strength in strategic thinking, analysis, problem solving, organizational leadership, and collaboration.
• Demonstrated ability to establish and execute defined goals and objectives to make sure compliance with performance measures.
• Excellent problem resolution skills.
• Compassionate and people oriented.
• Bilingual in Spanish, Arabic or other language commonly spoken by clients preferred.

Required Education and Experience

• A Bachelor's Degree from an accredited U.S. college or university, or a certified foreign studies equivalency; significant related experience may substitute for the educational requirements.
• At least 5 years of experience in affordable housing, social services, or case management, including previous leadership or lead-worker duties.

Working Conditions

• Must reside in San Diego County
• This position requires full-time (Mon-Fri) in-office work, from 8am-5pm. Office location travels between East, Central, or South regions of County. May be eligible for a hybrid work schedule after six months showing successfully demonstration of performance expectations, subject to business needs.
• Flexibility to travel to other PCG offices if needed (East, Central and South Region)
• Occasional attendance at meetings, trainings, community events, or stakeholder engagements outside of assigned office locations may be required to support program and contract objectives.

Compensation:

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.

Range: $75,900 - $125,000
