    Position Description

    About Harris County Flood Control District:

    The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

    What you will do at Harris County Flood Control District:

    The district is seeking talented candidates for the Feasibility Studies Department Manager position, which will be responsible for overseeing the feasibility studies department, providing leadership and technical guidance to department staff.

    Essential Functions and Duties:

    Leadership & Direction

    • Provide technical inputs and direction to ensure projects meet the goals and objectives of the study and are acceptable to stakeholders and the County precincts.
    • Guide work direction, resolve operational problems, prepare schedules, and establish deadlines to ensure timely completion of tasks.
    • Assign and delegate work responsibilities, communicate District policies, and ensure compliance with established guidelines, rules, and procedures.
    • Provide updates and recommendations to the department staff.

    Coordination & Communication

    • Coordinate department operations with other District and County departments to ensure efficiency, consistency, and cost-effective practices.
    • Share project status updates with the Planning Division Assistant Director and other departments.
    • Provide technical support for District initiatives, including public meetings and grant applications.

    Project Oversight & Review

    • Review project reports and memos.
    • Plan and review upcoming and existing project lists, budgets, and workloads.

    Administrative Management

    • Prepare and/or approve project forms, such as invoices, charters, modifications, and other administrative documents, such as staff timesheets, work logs, and assignments.

    Additional Responsibilities and Duties

    • Attend seminars, conference workshops, and other training programs.
    • Assist with division or District projects, as needed.
    • Assume additional responsibilities as required, adapting to the districts evolving demands, responsibilities, needs, and objectives.

    Requirements

    Education:

    • Bachelor's degree from an accredited four-year college or university in civil engineering or a similar curriculum.

    Experience:

    • Requires a minimum of eight (8) years of experience in project management.
    • Requires a minimum of four (4) years' experience in hydrology and hydraulics or a related field.
    • Requires a minimum of two (2) years of supervisory/ managerial experience in an office and/or field environment.
    • Requires experience with HEC-RAS 1D-2D modeling.
    • Requires experience working with government agencies and their governing bodies.
    • Requires experience in master planning and feasibility projects.

    Licensure:

    • Valid Class "C" Texas Driver's License
    • Professional Engineer (PE) in the State of Texas.

    Knowledge Skills, and Abilities:

    • Excellent written and verbal communication skills.
    • Excellent organizational and managerial skills.
    • Excellent skills using project management tools and systems.
    • Good diagnostic and analytical skills.
    • Knowledge of programs such as ArcGIS, Adobe, and Bluebeam.
    • Knowledge of hydrologic and hydraulic modeling principles and the ability to run HEC-HMS and HEC-RAS.
    • Can work independently with limited supervision.
    • Ability to prioritize and manage multiple projects and/or assignments.
    • Can work well with the public, interest groups, government agency personnel, and external organizations.
