Convert scoping findings into executable feasibility-study or technical-assistance terms of reference, task structures, deliverables, labor/ODC budgets, schedules, acceptance criteria, and implementation controls.
Representative problems this role must solve
- Analysis is sound but cannot yet be procured because findings are not translated into bounded tasks, methods, outputs, responsibilities, acceptance criteria, schedule, or budget.
- Technical, financial, safeguards, stakeholder, legal, and implementation modules have inconsistent assumptions or duplicated scope.
- A fixed-price decision product requires auditable labor, travel, ODC, review, revision, and acceptance boundaries.
Responsibilities
- Trace each finding, uncertainty, risk, and decision condition into a necessary TOR task, method, output, dependency, owner, acceptance criterion, and schedule milestone.
- Develop or independently review WBS, labor-role/hour BOE, ODC/travel assumptions, budget narrative, implementation schedule, review cycles, and change-control boundaries.
- Integrate sector, finance, environmental/social, country, stakeholder, procurement, data, and quality requirements without duplication or gaps.
- Define draft/final cycles, comment disposition, configuration control, acceptance evidence, and support boundaries.
- Test scope and budget for realism, proportionality, competition, and implementation readiness.
Minimum evidence-based qualifications
- Direct experience authoring and budgeting feasibility-study, technical-assistance, advisory, engineering, diligence, or implementation-support TORs/scopes.
- Evidence linking findings to WBS, LOE, schedule, deliverables, acceptance criteria, and cost.
- Experience integrating multi-disciplinary scopes in emerging-market infrastructure, energy, or minerals is strongly preferred.
- Strong spreadsheet, scheduling, technical-writing, and independent-review capability.
- U.S. citizen or lawful permanent resident, with written attestation required before proposal inclusion.
- Demonstrated senior/expert judgment supported by specific project, analysis, decision-product, or implementation evidence—not keyword familiarity alone.
- Ability to produce concise, defensible written analysis in English and work across technical, commercial, financial, safeguards, institutional, and implementation interfaces.
- Ability to become available for potential Indo-Pacific travel within 20 calendar days after Axyde's written mobilization notice following contract award, subject to assignment needs and Government direction.
- Willingness to disclose availability, employment/contract restrictions, confidentiality obligations, conflicts, noncompetes, country/customer limitations, and relevant intellectual-property constraints.

- Current résumé or CV with dates, employer/client, country, project stage, personal role, methods used, decision product, and outcome for the most relevant assignments.
- Two to four representative projects demonstrating the required expert judgment and decision-grade products.
- Countries/regions worked, languages used professionally, travel limitations, and current location.
