Job Summary:

The Federal Programs Accountant is a vital and supportive member of the PCSD team, working collaboratively with educators, support staff, and administration to achieve the shared goal of ensuring all students receive the education they need to succeed both today and tomorrow. This role is performed within a office environment, overseen by Directod of Accounting - Federal Programs, where teamwork and dedication to student success are paramount.

All staff are expected to fully adhere to the ethical standards set forth by the Georgia Professional Standards Commission, continuously demonstrating a strong understanding of the tasks and responsibilities their roles require. Moreover, they must embody the core belief that every action we take is driven by a commitment to the best interests of our students.

JOB DESCRIPTION

Position Title: Federal Programs Accountant

Salary Schedule: PCSD Classified

Department: Business Services

Reports To: Director of Accounting - Federal Programs

Work Schedule: Annual/8 hours per day

Grade/Level: BSCRD

FLSA: Non-Exempt

Primary Function: Provide accounting, budgeting, and compliance support for ESSA Federal Programs, including Title I, Title II, Title III, and Title IV. Ensure accurate financial processing, documentation, and adherence to federal, state, and district requirements.

Working Conditions: Physical Demands:

Office Environment with frequent interruptions

Dexterity of hands and fingers to operate a computer keyboard

Hearing and speaking to exchange information

Visual ability to read a variety of materials

Sitting for extended periods of time

Bending, kneeling, or crouching to file materials

Lift and carry objects weighing up to 50 pounds

Qualifications:

Bachelor's degree in Accounting, Finance, or related field required; CPA or advanced degree preferred

Minimum of three (3) years of experience in accounting, financial record-keeping, or bookkeeping

Experience with budget management and financial compliance processes preferred

Proficiency in Microsoft Office (Excel and Word required)

Strong organizational, analytical, and problem-solving skills

Effective written and verbal communication skills

The Board of Education and the Superintendent may accept alternatives to some of the above requirements.

Essential Functions:

Support the financial management and budgeting processes for Title I, Title II, Title III, and Title IV programs

Maintain financial records, documentation, and inventory in accordance with federal requirements and records retention policies

Monitor expenditures to ensure alignment with approved budgets and allowable use of funds

Maintain Suspension and Debarment documentation for vendors associated with Federal Programs

Assist with cross-functional monitoring and compliance reviews for Federal Programs

Collaborate with Business Services and Federal Programs staff to ensure accurate financial reporting and audit readiness

Support development and updates to the Federal Programs Handbook

Prepare and submit grant drawdown requests, completion reports, and compute indirect costs.

Perform other duties as assigned by the Superintendent or designee in alignment with ESSA guidelines
