As a Field Quality Engineer, you will be responsible for implementing the Quality Plan and overseeing all quality issues to ensure that every aspect of the buildings adheres to required contractual, technical, quality, and regulatory standards. The focus will be on quality assurance and control throughout the construction process. This position requires an individual who can operate independently from production and supervision teams to maintain objectivity and integrity in quality program processes.

Responsibilities

• Lead quality oversight for multiple work packages or disciplines, integrating Inspection and Test Plans (ITPs), Construction Quality Management Plan (CQMP) requirements, and regulatory expectations across contractors.
• Serve as the primary quality interface for a section of the project, advising construction leadership on risk, trends, and quality improvements.
• Guide others in nonconformance control, records management, and advanced inspection techniques, and may lead portions of audits or qualification assessments.
• Develop and implement quality assurance plans ensuring that all construction activities comply with project specifications and standards, including preparing method statements, inspection and test plans, and quality management policies and procedures.
• Evaluate and document the quality of the construction performed by the construction team, suppliers, and/or subcontractors, ensuring compliance with project requirements, released-for-construction (RFC) and As-Built drawings, and specifications.
• Review and assess the quality of materials used in construction, ensuring they meet the required specifications by conducting inspections and tests on materials before they are used on-site.
• Maintain comprehensive QA/QC documentation, including certificates, calibration records, test results, and non-compliance reports, ensuring all documentation is accurate and readily available for audits and inspections.
• Verify that equipment used in the construction process is fit for purpose, properly calibrated, and maintained as needed, and report non-compliant construction work or supplied products upon discovery and monitor the disposition of non-conformances.
• Control the further processing, delivery, installation, or use of non-compliant construction work or supplied products until the issues are corrected, controlled, or removed.
• Coordinate and notify all quality activities as indicated in the ITPs with the Quality team and other relevant parties, including contracting authorities, utilities, and governmental authorities.
• Coordinate with subcontractors and ensure ITP Witness/Hold points implementation as per contract and technical specification requirements.
• Ensure that inspections and tests are performed according to approved ITPs, and that all quality records and documents are complete, accurate, and meet applicable requirements.
• Review and audit construction oversight records, including construction management oversight reports, completion of contractor inspection reports, completion of contractor submittals, and review contractor material inspections.
• Review test packages and relevant documentation prior to conducting inspections and testing.
• Work closely with construction teams, project managers, and subcontractors to ensure quality standards are met, providing feedback and guidance on quality-related issues and facilitating training in the quality management system.
• Perform regular audits and inspections to monitor compliance with quality standards and identify areas for improvement, generating reports on quality trends and non-conformance issues, and proposing corrective actions as necessary.
• Participate in construction status meetings.
• Submit oversight reports on completed activities and metrics for contractor performance.
• Provide subject matter expert review of construction contractor qualification assessments.
• Act as a Quality representative at construction meetings.
• Interface with personnel to facilitate project-related activities.
• Assist in compiling statistical information for quality improvements.
• Play an active role in promoting and continually improving safety and quality culture.
• Organize quality toolbox talks and lessons learned, maintaining documentation of such, and prepare and maintain quality records related to their assigned portion of work.
• Perform other duties as requested by the Construction Manager and the Quality team, maintaining a professional demeanor and behavior at all times in all forms of communication.

Essential Skills

• 5 years of relevant experience overseeing and ensuring quality compliance of subcontractors for the installation of mechanical and electrical equipment, including HVAC, boilers, chillers, and piping.
• Physical ability to walk site daily, climb scaffolding, ladders, and whatever is necessary to ensure quality compliance of subcontractors.
• Familiarity with ISO 9001:2015 principles in quality systems and quality program implementation.
• Strong understanding of construction processes, including nonconformance, inspection techniques, and tooling.

Additional Skills & Qualifications

• Nuclear or chemical plant experience is desirable.
• Degree or certification in a relevant field.
• Experience in non-destructive engineering is a plus.
• Experience in nuclear construction or chemical plant construction is desired.
• BS/BA degree in civil engineering, construction management, nuclear engineering, or a similar industry.
• Current certification in Quality Management from the American Society for Quality (ASQ) or the American Society of Civil Engineers or AWS CWI or ANSI Level II Mechanical Certifications.
• Certification and/or documented training in construction quality assurance and quality control.

Work Environment

The work environment is dynamic, with 60% of the work being conducted in the field at the construction site and 40% in the trailer on the construction site. This role requires a hands-on approach and the ability to adapt to varying conditions.

This is a Contract to Hire position based out of Oak Ridge, TN.

Pay and Benefits

The pay range for this position is $48.00 - $59.00/hr.
