Summary
Responsible for providing leadership and supervising the maintenance of the City's Public Infrastructure System, including streets, sidewalks, curb/gutters, ADA ramps, bridges, as well as snow and ice removal programs, policies, practices, and employees of the Street Division.
Essential Functions and Other Important Duties
Essential Functions:
- Plans, schedules and supervises the work of several crews; inspects the activities of the crews to ensure appropriate and timely completion of projects
- Conducts employee interviews and selections; writes and conducts performance evaluations of subordinates; recommends disciplinary actions
- Assists manager with budget preparation and tracking; coordinates planning schedules and material estimates with Crew Leaders
- Monitors the crews' maintenance work and equipment operations
- Responds to after hours' emergencies and leads the crew as necessary
- May issue tools and materials as necessary to perform maintenance repairs
- Trains subordinates in the best and safest methods of accomplishing tasks, primarily through on-the-job training or individual instruction
- May transport heavy equipment and materials to and from job site; may also perform crew duties as needed to include equipment operation
- Consistently practices consultation, adaptation, and mobilization when dealing with internal and external customers
- Reports to worksite and supervises staff during emergency events such as flooding situations and snow and ice storms.
- Attends Public meetings such as Council meetings, Homeowner meetings, and Mobility meetings as needed.
- Assesses new methods and materials; reviews construction specifications, and plans document materials needed; orders materials to complete projects and monitors costs to ensure procurement compliance.
- Conducts routine inspections of city infrastructure, including streets, sidewalks, bridges to identify deficiencies and safety hazards; recommends and implements projects and repairs to remedy the deficiencies.
- Plans, coordinates and directs the activities and expenditures of their crews to ensure that the work is performed according to appropriate guidelines, policies and regulations.
- Manages budgetary needs and priorities on street projects including equipment, staffing, and materials.
- Prepares annual performance evaluations that clearly define expectations.
- Documents performance highlights and provides regular feedback to employees.
- Maintains regular and punctual on-site attendance

Job Requirements
Minimum Qualifications:
- Bachelor's Degree in Construction Management, Public Administration, Business, or a related field
- Four (4) years of increasing responsibility and directly related experience in the public works or related field
- Two (2) years of administrative supervisory experience related to maintenance and/or operations program.
OR
- An Associate's degree from an accredited college or university with major course work in construction technology, business administration, or other job-related field
- Six (6) years of increasing responsibility and directly related experience in public works maintenance and/or operations program
- Three (3) years of administrative supervisory responsibility.
OR
- High School Diploma
- Eight (8) years of increasing responsibility and directly related experience in public works maintenance and/or operations program
- Five (5) years of administrative supervisory responsibility.
OR
- Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

- Knowledge of pavement management systems and usage in asset management.
- Knowledge of computer software such as Cartegraph and Microsoft Office applications and the ability to use them effectively to produce reports, charts, etc.
- Ability to estimate time, materials, and personnel required to complete work efforts. Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned programs and projects and identify opportunities for improvements and make recommendations.
- Ability to work with the manager to develop a program that blends contracted projects in the Capital Improvement Program together with the capabilities of the city workforce to achieve goals. Contract programs include Concrete Street Reconstruction, Full Depth Patching, Street Re-Surfacing, Base Re-Construction, Asphalt Overlay, and Curb and Gutter Replacement.
- Ability to prepare, evaluate, and monitor street projects and prepare reports as required.
- Researches and utilizes changes in technology and equipment.
- Attends and participates in professional organizations to keep current with industry innovations and new technology.
- Utilizes software, such as Google Maps, to create maps.

Preferences:
- Bilingual in Spanish and English
- Cartegraph Pavement Plus, Work Order, OMS operating system.
- Three years supervisory experience or management of a Streets Division in a City with a population of 50,000 people or more
Conditions of Employment:
- Must have a valid Class "C" Driver's License prior to employment
- Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
- Must pass a physical examination
- Must be able to work overtime when requested
- Must obtain a Class "A" Commercial Driver's License (CDL) with Tanker endorsement within 6 months
- Must be able to work overtime when requested (non-exempt)
