JOB TITLE: Staff Accountant

SUPERVISION RECEIVED: Works under the direct supervision of the Accounting Manager, who reports to the Finance Director. The Accounting Manger provides guidance and evaluates performance.

SUPERVISION EXERCISED: Supervision of others is not a responsibility of this position.

POSITION SUMMARY: Provides customer service and support to CSC staff and agency partners. Performs program and financial analysis; formulates and/or implements financial policies and procedures.

The position assists with the compilation of information for the annual audit, and other financial reviews. Completes reconciliations associated with monthly expenses, receipts and accruals. Creates closing and correcting general ledger journal entries to ensure timely and accurate month and quarter end close. Creates complex spreadsheets as requested for analysis and review for Program Directors and Executive Team as needed. This position will be back up to payroll and accounts payable. Ensures maintenance of accounting controls and adequate audit trails for CSC funds.

Accounting:

• Adheres to agency's accounting practices in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements. Develops, implements, and maintains appropriate internal controls and auditing procedures. Serves as liaison between central office fiscal department and departments across the agency.
• Monitors and makes recommendations for improvements to the accounting systems, policies, and procedures to ensure compliance with GAAP, budgetary, and other restrictions.
• Develops financial processes and procedures and related reports. Assists with developing and implementing financial policies and procedures for reviewing accounting services to ascertain the best method for service delivery.
• Assists with the preparation of monthly and quarterly financial reports, including reviewing general ledger activity, account balances, supporting schedules, and other financial information for accuracy and completeness.
• Reconciles general ledger accounts, bank statements, and other financial accounts and performs correcting journal entries as needed. Provides support for timely completion of monthly bank reconciliations and assists with researching and resolving outstanding reconciling items.
• Provides accounting support for payroll, including review and reconciliation of payroll-related transactions, liabilities, deductions, benefits, and general ledger activity.
• Assists with payroll liability reconciliations, including payroll taxes, employee deductions, benefit premiums, retirement contributions, garnishments, and other payroll-related liabilities. Investigates discrepancies and assists with timely resolution.
• Provides backup support for payroll accounting functions during payroll processing periods, employee absences, and other periods of increased workload.
• Assists with the annual audit and Annual Comprehensive Financial Report creation, including preparation of audit working papers and working with the auditors during the annual financial audit.
• Prepares journal entries as needed to record various transactions, including allocations, adjustments, payroll-related entries, and other accounting transactions.
• Audits and posts fiscal transactions.
• Troubleshoots the accounting system as needed to resolve outstanding issues and assists with maintaining the accuracy and integrity of financial information.

Reporting:

• Monthly and Quarterly Financial Reports
• Payroll and/or Tax Reports
• Weekly Cash Reports
• Bank Reconciliation and General Ledger Reconciliation Reports

Other Duties:

• Assists the Accounting Manager in the development of reports (Board Reports) as assigned by Finance Director and Executive Director.
• Gains a complete understanding of the financial software to provide backup and resources for Accounts Payable, Payroll, and other Accounting processes.
• Maintains confidentiality of financial, payroll, employee, vendor, and other sensitive information.
• Other duties as assigned relevant to the Finance/Accounting Department.

EDUCATION AND EXPERIENCE:

Baccalaureate degree from an accredited four-year college or university with major course work in Business Administration, Finance, Accounting, or any equivalent combination of experience and training that provides the required knowledge, skills and abilities.

Three years of professional experience in financial management, budgeting, accounting, policy analysis, or research, preferably in a governmental or grant-based organization, including data analysis and project planning and management or one year related responsible paraprofessional experience.

Additional education of one year may be substituted for one year of required experience.

SPECIAL REQUIREMENTS:

Must pass a criminal history background investigation; however, a conviction of a crime may not necessarily disqualify an individual from this classification. Possession of or ability to obtain a valid Oregon driver's license required.
