Position Summary
Performs professional administrative duties, exercises either direct or functional control over such functions as accounting, auditing, financial planning and reporting, taxation, and revenue collection. Directs the collection of taxes, special assessments, license fees, and other revenues, and receives funds from various governmental sources. Responsible for the custody of all public funds. Compiles current expense and capital estimates for the budget. Supervises disbursement of all money and controls all expenditures. Maintains custody of all the city's invested funds. Holds responsibility of the purchase, storage, and distribution of all assets of the City. Supervises and manages the operations of the accounting department. Performs professional accounting and auditing functions related to financial operations, payroll, pension, cash management, budget, internal control functions. Plans, organizes, and conducts ongoing quality control audits to assure fiscal responsibility and accountability. May supervise subordinate internal auditors

Works under the direct supervision of the City Manager.
Supervision Exercised
Provides direct supervision to the billing department. This position does not have authority to hire or fire, however, as supervisor this person does have the authority to make recommendations regarding hiring/firing and is authorized to conduct performance reviews and to impose lesser forms of discipline for those he/she supervises.
Essential Functions - (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. · Perform and/or oversee the accounting, internal control, financial reporting, debt management, audit and grant management functions of the city.
· Maintain the general books for each fund of the City and all subsidiary records relating thereto, including a list of the outstanding bonds, their purpose, amount, terms, date, and place payable.
· In the event the City is without funds on deposit in one of its appropriate bank accounts with which to pay any lawfully approved claim, draw and sign a warrant upon the City Treasurer for payment of the claim.
· Manage all grant funds, including required reporting and tracking; cooperate and communicate with Department Heads regarding same.
· Manage all bonds, loans, leases, and recurring contractual obligations and prepare check requests for same; cooperate and communicate with Department Heads re: same; read City Council agendas and meeting minutes to keep current on such matters.
· Manage all fixed assets of the city; prepare and present reports regarding same to the City Manager as requested.
· Advise the City Council, City Manager, and Department Heads regarding cash availability and other financing options for capital projects.
· Assess and make recommendations to the City Manager concerning debt refinancing opportunities.
· Assist the City Manager in the preparation of budgets for each fund of the city.
· Prepare and present to the City Council monthly summary financial reports and quarterly detail financial reports, prepared in the manner prescribed in the Uniform Accounting Manual for Utah Cities.
· Preparing financial statements.

· Performs other duties as assigned.
Minimum Qualifications
· Bachelor's degree in accounting, finance, business administration, public administration or related field; MAcc, MBA, MPA and/or CPA preferred.
· Three (3) years full-time successful work experience in governmental accounting/finance OR five (5) years full-time successful work experience in general accounting/finance.
· Current CPA, CGFM, or CPFO is preferred or must be actively working on obtaining an approved certification within a designated time approved by the City Manager.
Knowledge, Skills, and Abilities
· English – Knowledge of the English language, including proper structure, spelling, grammar, and punctuation.
· Clerical – Knowledge of administrative and clerical procedures and systems, such as word processing, bookkeeping, managing files and records, and other modern office procedures and terminology.
· GAAP – Working knowledge of generally accepted accounting principles and municipal fiscal procedures.
· GAAFR – Working knowledge of governmental accounting, auditing, and financial reporting using the GASB 34 model.
· Computers/Office Machines – Knowledge of proper use of computers and office machines.
· Computer Software – Knowledge of, and proficiency in using, Microsoft Word, Microsoft Excel and various types of accounting software (Pelorus & Caselle); knowledge of, and proficiency in using, Microsoft PowerPoint also helpful.
· Math – Knowledge of basic math, particularly regarding payroll and benefit calculations.
· Reading Comprehension – Understanding written sentences and paragraphs in work related documents.
· Active Listening – Giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate and not interrupting at inappropriate times.
· Time Management – Efficiently managing one's own time.
· Writing – Communicating effectively in writing as appropriate for the needs of the audience.
· Typing / 10 Key ~45 words per minute and use a 10-key accurately preferred.

Typical Physical/Mental Demands/Working Conditions
While performing the duties of this job, the incumbent is frequently required to perform a variety of physical activities, sitting or standing for extended periods while assisting customers and while operating office equipment. Walking, standing, stooping, sitting, reaching and light lifting. Talking, hearing and seeing essential in the performance of daily tasks. Common eye, hand, finger dexterity exists. Mental application utilizes memory for details, verbal instructions, emotional stability and critical thinking. Exposure to weather extremes. The noise level is usually quiet while in the office and moderately loud when in the field. Must be able to perform moderate lifting. Considerable exposure to stress as a result of human behavior, including dealing with unpleasant, angry or discourteous individuals as part of the job requirements.
Condition of Employment
Employee may be required to work extended or irregular hours such as nights, weekends and holidays. Hurricane City employment can require employees to occasionally work outside of their normal job duties to assist with city sponsored events and/or projects. The employee is expected to forgo normal work duties to assist with the completion of these events and/or projects. In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.
