The Maine Bureau of Veterans' Services (MBVS) is hiring a Finance Manager (Public Service Coordinator I - CA24) for our Central Office at Camp Keyes in Augusta. MBVS advocates for Maine's veterans, their families, and transitioning service members by delivering benefits, programs, and memorial services that honor service and strengthen communities. This position plays a key role in that mission by providing financial leadership and ensuring sound fiscal stewardship across the Central Office, the Maine Veterans' Memorial Cemetery System, and Veterans' Services.

The Finance Manager serves as the Bureau's accounting and finance subject matter expert, working closely with senior leadership, the Veterans' Memorial Cemetery System, and Veterans' Services. The role also provides interim Contract and Grant Management coverage and manages the Bureau's annual budget and work program. Preferred experience includes CGI Advantage, P-Card administration, budget development and management, annual work program development, and knowledge of SAAM, GAAP, and GASB principles.

Key Responsibilities
  • Accounts Receivable: Manage invoicing, collections, and receivable reconciliations to ensure timely cash receipt.
  • Accounting Standard and Vendor Management: Oversee invoice processing and payment runs; administer vendor set up and maintenance; resolve payment discrepancies; manage vendor relationships; ensure timely, accurate disbursements in compliance with state policies.
  • Budget and Work Program Management: Compiles and analyzes financial data to prepare budgets, monitor spending, and assess fund sufficiency.
  • P-Card Administration: Manage cardholder setup, transaction review, reconciliation, and policy compliance.
  • Core Accounting: Prepare journal entries, maintain clearing accounts, and perform regular reconciliations.
  • Financial Systems: Use CGI Advantage®, BFMS, DAFS Analytics, and Excel for billing, payments, and reporting.
  • Year-End and Reporting Support: Provide schedules and documentation for the fiscal close and the Annual Comprehensive Financial Report.
  • Process Improvement: Monitor trends, identify issues, and recommend efficiencies for receivables and payables.

Minimum Qualifications:
  • A six (6) year combination of education and experience comprised of a bachelor's degree in business administration or a closely related field and two (2) years of responsible experience in accounting and financial management. Directly related experience may be substituted for education on a year-for-year basis.
