What are the primary job duties?


General Accounting
  • Assists in the preparation and development of the annual county-wide budget including analysis and review of department budget amounts. Assists with preparation of department budget summaries and analysis documents for presentation. Attends department budget meetings as requested.
  • Identifies, reviews, and prepares journal entries for month and fiscal year end along with supporting documentation.
  • Reviews balance sheet, revenue, and expense accounts and prepares reconciliations as needed, using financial reports along with other department or institutional documents.
  • Compiles financial and other data for use in preparation of routine or specials reports as needed.
  • Provides documents for internal and external auditors and assists with the collection of financial data as required including the preparation of work papers for annual audit.
  • Cooperates with independent auditors to ensure accurate, efficient, and transparent review of financial statements.
  • Audits and approves accounts payable invoices for payment. Ensures proper expenditure coding, support documentation, and adherence to applicable County policies and procedures.
  • Assists with various department’s year-end close out and reconciliation process to ensure all funds are reported and recorded accurately.
  • Assists with the development and implementation of fiscal policies and procedures, specifically responsible for grant administration and reporting. Identifies and assists with correcting deficiencies in internal controls.
  • Ensures the County’s financial operations conform to pertinent regulations, standards, and guidelines and immediately advise any condition that might be considered a material weakness to the Finance Director.
  • Acts as a finance liaison by assisting departments by providing financial expertise in areas of budget and financial planning to assist department in fulfilling and meeting goals. Attends department meetings as requested and acts as a financial resource.

Grant Financial Management
  • Assists department staff in developing grant applications, amendments and transfers, and implementing program budgets.
  • Maintains grant reporting system for new or existing grants.
  • Reviews and updates payroll activity codes and allocation codes as necessary to ensure salaries and benefits are charged appropriately to grant programs.
  • Prepares annual expense allocation methodology for the County’s cost allocation plan, administration, management, support and overhead costs. Reviews entries on a monthly basis and adjusts methodology as necessary.
  • Reviews and authorizes requests for reimbursement and expenditure reports and ensures timely submission. Approves and posts general billing invoices.
  • Monitors department budgets to ensure accurate financial reporting and proper reimbursement.
  • Reviews monthly reconciliation of grants to the general ledger to ensure expenses are appropriately claimed to grant programs.
  • Prepares monthly journal entries to recognize grant and contract reimbursements. Approves and posts monthly journal entries prepared by staff for grant allocations and corrections.
  • Provides support for the development and coordination of the centralized grants administration system for monitoring and auditing county grants and contracts.

Supervision of Staff
  • Interviews, recommends hiring and termination, supervises, motivates, evaluates and disciplines staff either directly or by delegation.
  • Ensures staff training.
  • Interprets and clarifies program information. Provides direction to staff for new initiatives and programs.
  • Administers human resources policies in conformance with any bargaining agreements and department guidelines.
  • Coordinates work activities of staff by assigning and reviewing work.
  • Recommends department organizational changes and procedural improvements by evaluating workflow patterns and staffing capabilities as necessary to maximize staff efficiencies.
  • Coordinates or attends meetings related to programmatic changes needed for the department or related to business operations/budget.
  • Supports other department accounting functions by providing training and/or back-up support when in need of accounting assistance.

What are the minimum qualifications?
  • Bachelor’s degree in accounting, business administration, or related field preferred.
  • Associate degree in accounting, or related field required.
  • Grant administration experience preferred.
  • Supervisory and/or management experience preferred.
  • Knowledge of governmental accounting preferred.
  • Any combination of education and experience that provides the required knowledge, skills and abilities.
  • Ability to successfully pass a criminal and financial background check.
