About This Opportunity

Join the City of Hillsboros Finance team as a Finance Technician - Utility Billing, where youll play an essential role in delivering outstanding customer service while supporting the Citys utility billing and business license programs. In this customer-focused position, youll assist residents and businesses by establishing and maintaining accounts, processing payments and billings, issuing business licenses, and resolving account inquiries with professionalism and care.

What You Will Be Doing

Under the direction of assigned supervisor, the Finance Technician - Utility Billing performs routine technical level utility billing and business license work involving customer service, account creation, billing, and collection; as well as review, documentation, balancing and reconciliation of various customer and financial data. Due to the prominent customer-facing focus of this role, the Finance Technician must possess the ability to professionally interact with customers over the phone, in person and via email to address customer concerns, answer questions and assist with understanding of the City's Utility Billing, and Business License processes.

  • Provides in-person customer service at front counter; processes account payments, creates and maintains customer accounts, answers phones and emails, and processes business licenses.
  • Enters data into system and verifies accuracy. Maintains files and databases - including customer account information, and general account information. Processes data and prepares documents, checks, reports, and/or journal entries.
  • Assists internal and external customers by answering questions and providing information regarding programs, services, policies, and procedures; researches, responds to questions, and resolves inquiries; assists customers in the completion of forms; and provides procedural guidance in the assigned area of responsibility.
  • Prepares correspondence, customer billings, and reports.
  • Manages records and information in any format, in accordance with applicable statutes, regulations, and city policies, guidance, and records retention schedules.
  • Receives, processes, and applies customer payments to applicable accounts.
  • Processes customer billings and adjustments.
  • Creates business licenses, processes business license renewals, and prints business license certificates.
  • Connects customers with Utility Assistance partners when needed.
  • Prepares daily department deposits.

Successful Candidate Will Have

Knowledge of:

  • Cash handling procedures and financial recordkeeping principles and reporting

  • Applicable local, state, and federal laws, rules, and regulations

  • Prior Utility Billing services, and procedures

  • City, state, and federal assistance programs

  • Bookkeeping principles

Job Qualifications/ Requirements

High school diploma or GED; and three years of financial support related experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSE(S) / CERTIFICATIONS REQUIRED:

  • Valid, current Driver's License and safe driving record
