Job Summary:
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position is located in the Immediate Office, Office of Logistics & Support (L&S), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Office of L&S provides critical logistical and asset management services to the House community, including office moves, furniture services, accountable property management, project management, office design and operational support.
The Immediate Office leads financial management, strategic planning, business operations, stakeholder engagement, process improvement, and organizational performance initiatives that support L&S programs and services. This position serves as a Financial Analyst, providing financial and operational analysis, budget oversight, performance measurement, business process improvement, and strategic decision support to advance organizational goals and operational effectiveness.
This position serves as the financial analyst supporting all L&S directorates by translating operational activity into actionable financial insight. The position performs budget formulation and execution analysis, forecasting, scenario modeling, cost and variance analysis, data reconciliation, and resource planning. The position also applies business process analysis to determine how service demand, procurement activity, operating workflows, and planned initiatives affect costs, controls, funding requirements, and organizational results. The analyst develops clear written analyses and decision support products for management and collaborates with directorates to strengthen financial stewardship and operational performance.
Grade level at time of appointment is determined by professional experience and designated level of responsibility.
The position does not have day-to-day supervisory/managerial responsibilities.
Primary Duties/Responsibilities:
Develops, maintains, and improves procedures for budget formulation, execution, forecasting, reconciliation, tracking, and financial controls, ensuring compliance with applicable policies and regulations.
Develops annual and multiyear budget estimates, spend plans, and rolling forecasts for personnel and non-personnel resources; updates projections based on operational activity, planned initiatives, and emerging risks.
Monitors obligations, expenditures, commitments, and available balances; performs variance and trend analyses and recommends corrective actions, realignments, or funding strategies when warranted.
Builds and maintains financial models and scenario analyses to assess cost drivers, service demand, procurement requirements, workload changes, and alternative resource allocation decisions.
Collects, cleans, validates, reconciles, and integrates financial and operational data from multiple sources; establishes repeatable analytical methods and maintains data integrity.
Analyzes business processes and operating workflows to identify financial impacts, inefficiencies, control gaps, cost avoidance opportunities, and measurable process improvements.
Serves as a financial business partner and resource planning analyst for L&S directorates, collaborating with stakeholders to assess requirements, evaluate tradeoffs, identify funding risks, and align resources with mission priorities.
Prepares financial status reports, dashboards, budget justifications, decision papers, executive briefings, and ad hoc analyses that clearly explain relationships among operations, resources, costs, forecasts, and results.
Supports procurement planning, payment oversight, and year end closeout activities; evaluates financial implications and monitors compliance with appropriations law, internal controls, and budget limits.
Independently researches unfamiliar operational and financial issues, engages appropriate subject matter experts, and converts findings into data informed recommendations for management consideration.
Supports the development and implementation of budget policies, procedures, internal controls, and special projects assigned to Logistics and Support.
Performs other official duties and special projects as assigned.
