JOB DESCRIPTION JOB TITLE: Financial Assistant - Payroll/HR Support

REPORTS TO: District Budget and Compliance Officer
GENERAL STATEMENT OF JOB
Performs specialized payroll and financial support duties within the Finance Department. Serves as the primary day-to-day Finance contact with Human Resources for processing approved personnel actions affecting payroll and employee records. Responsibilities include payroll processing, employee data entry and verification, record maintenance, reporting, reconciliation, and coordination to ensure personnel changes are accurately and timely reflected in payroll and financial systems.
DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
? Uses district financial and payroll software to perform assigned job functions.
? Collects, reviews, edits, and enters employee hours and absences for payroll processing.
? Sets up new employees in the payroll system and processes changes associated with employee separations.
? Maintains remote payrolls and reviews payroll information for accuracy.
? Processes payroll check production and related activities.
? Maintains voluntary and involuntary deductions and processes related payments and reconciliations.
? Maintains employee direct deposit information.
? Reviews and adjusts payroll information as directed to comply with State and local requirements, including changes resulting from the annual State budget and applicable laws.
? Maintains accurate payroll and employment records and generates related reports.
? Completes employment and wage verifications and required forms for State and local agencies.
HR/FINANCE COORDINATION
? Serves as the primary day-to-day Finance contact with Human Resources for personnel actions affecting payroll.
? Receives, reviews, and processes approved personnel changes, including new hires, transfers, reassignments, separations, salary or position changes, supplemental assignments, and other payroll-related actions.
? Enters approved employee information into applicable payroll and financial systems and verifies that changes are accurately reflected in payroll records.
? Reviews personnel action information for completeness and follows up with Human Resources regarding missing, unclear, or incorrect information.
? Assists with authorized salary adjustments related to assignments, experience, licensure, State salary schedules, local supplements, and other approved actions.
? Coordinates payroll changes, leave payouts, and related actions associated with employee transfers and separations.
? Compares HR and payroll information, identifies discrepancies, and performs routine data verification, reconciliation, and reporting.
? Provides payroll-related employee data, reports, deadlines, documentation requirements, and processing information to Human Resources and Finance staff.
? Works collaboratively with Human Resources to ensure personnel actions are processed within established payroll timelines.
? Refers personnel decisions, salary determinations, licensure decisions, position authorization, and other matters outside the scope of payroll processing to the appropriate administrator.
ADDITIONAL JOB FUNCTIONS
? Assists with routine payroll reconciliations, reports, and special projects.
? Maintains confidentiality of employee, payroll, and personnel information.
? Works cooperatively with Human Resources, Finance, schools, and other departments to maintain accurate records.
? Performs other related duties as assigned by the District Budget and Compliance Officer.
MINIMUM TRAINING AND EXPERIENCE
Associate's Degree in accounting or a related field and five years of payroll experience, or any equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities required to perform the job functions.
Experience with school district payroll/finance systems preferred.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Requires light physical work. Must be able to lift mail and boxes up to 20 pounds and sit at a computer for extended periods of time.
Interpersonal Communication: Requires the ability to communicate and exchange information professionally with employees, administrators, Human Resources staff, Finance staff, and outside agencies.
Language Ability: Requires the ability to read and understand forms, payroll documents, personnel action information, reports, and written instructions and to prepare routine correspondence and reports.
Intelligence: Requires the ability to apply common-sense understanding to carry out written and oral instructions, identify discrepancies, and resolve routine payroll and employee-data issues.
Numerical Aptitude: Requires the ability to perform mathematical calculations, calculate percentages, review salary and payroll information, and reconcile sets of financial and employee data.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using computers and other office equipment.
Interpersonal Temperament: Requires the ability to work effectively with others, manage deadlines, maintain accuracy, and perform under moderate levels of stress.
Physical Communication: Requires the ability to talk, write, and hear.
KNOWLEDGE, SKILLS AND ABILITIES
? Working knowledge of payroll practices, standard office and financial procedures, and computerized payroll and financial systems.
? Strong data-entry, organizational, and time-management skills, with a high degree of accuracy and attention to detail.
? Ability to review, compare, reconcile, and report employee and payroll information.
? Ability to identify discrepancies and obtain clarification or corrected information from appropriate staff.
? Ability to process personnel and payroll changes accurately within established deadlines.
? Ability to communicate professionally and work cooperatively with employees, Human Resources, Finance, and other departments.
? Ability to exercise appropriate judgment and initiative and work with limited supervision.
