About This Opportunity
CSI has an opportunity for a full-time Financial Examiner in the Securities Bureau in Helena, Montana. This position is a Securities Examiner for the Securities Department and is responsible for conducting and overseeing regulatory examinations of Montana registered broker-dealer and investment adviser firms to analyze and determine the financial condition of the firms and to ensure that firms are adhering to the securities regulatory requirements of state and federal securities laws. There are approximately 1350 broker-dealer firms, approximately 966 investment adviser firms, approximately 106,000 securities salespeople, approximately 2,290 investment adviser representatives, and approximately 37,000 issuers registered or notice filed to transact securities business in Montana. In addition, there are over 600 branch or primary office locations physically located in Montana for these businesses.
This position has the duties of coordinating financial analysis work, overseeing financial compliance assessments, and facilitating examination program development and reporting to assist in the department's mission of protecting Montana investors by creating a fair, well-regulated securities industry environment that encourages capital investment.
This position reports to the Financial Examiner Supervisor.
This is an on-site position located in Helena, Montana.

What You Will Do:
Key responsibilities of this position include:
Regulatory Examination and Analysis: Conducts examinations of Montana registered broker-dealer and investment adviser firms to analyze and determine financial condition of the firms and to ensure that firms are adhering to the examination requirements of state and federal regulations.
Investigations: Conducts investigations (in collaboration with the Deputy Securities Commissioner, Financial Examiner Supervisor and department staff, law enforcement, legal teams, etc.) into allegations of securities fraud or violations.
Examination Program Development: Develops and designs examination programs for targeted examination of broker-dealer and investment adviser firms to ensure that best practices and adherence to all relevant regulatory laws are inherent in all examinations.

This position requires knowledge of the Montana Securities Act and promulgated administrative rules thereunder; the federal Securities Act of 1933 and Securities Exchange Act of 1934; the Investment Advisers Act of 1940; the Investment Company Act of 1940; applicable Financial Industry Regulatory Authority (FINRA) and Securities and Exchange Commission (SEC) books and records requirements for broker-dealer and investment adviser firms; as well as accounting theories, GAAP practices, and procedures applicable to securities firms. This position requires skill in writing/editing to review examination report drafts. Incumbents should have abilities in establishing and implementing work methods, procedures, and priorities as determined by department policies and the Deputy Securities Commissioner. The incumbent should be capable in reviewing complex financial data and materials. Incumbent has final say on matters of routine outcome regarding financial examinations based on examination outcomes.
The position requires the ability to exercise wide latitude of professional independent judgment and decisions, and act persuasively in reviewing examination work papers and determining whether they satisfy required examination steps governed by law. The ability to analyze the financial statements of broker-dealer and investment adviser firms is essential.
Minimum Qualifications
The position typically requires a combination of education and experience equivalent to a bachelor''s degree in business, accounting, or a related field and three years of progressively responsible experience in the securities industry. Alternate combinations of relevant education and experience may be considered on a case-by-case basis.
Work Environment and Requirements
This position is not a supervisory position.
Special requirements include successful completion of a fingerprint background check and possession of a valid driver''s license.
