Brief Job Description: Financial Examiner IV performs highly complex (senior-level) financial examination of Medicaid and Non-Medicaid cost report desk reviews for the Health and Human Services Commission (HHSC), Financial Services Division (FSD), Provider Finance Department (PFD), Cost Report Review Unit (CRRU).
Financial examination of desk reviews is conducted to ensure compliance with regulations, specific instructions to the cost reports, and the Texas Administrative Code regarding Medicaid and Non-Medicaid Cost Reports. Desk reviews are conducted to ensure the availability of accurate cost and statistical data for cost determination and accountability purposes for Medicaid and non-Medicaid services and support programs.
Financial examination of cost reports involves examining, investigating, and reviewing HHSC contractors cost reports, trial balance, general ledger, payroll, and billing reports. Desk reviews involve planning, scheduling, coordinating, conducting, and reporting cost report results. Desk reviews are conducted in accordance with Government Auditing Standards issued by the US Government Accountability Office (as applicable), and all work is performed in accordance with agency policies and procedures. Work is performed with limited supervision and considerable latitude for the use of initiative and independent judgment. May supervise the work of other financial examiners.

Knowledge, Skills and Abilities (KSAs):
Registrations, Licensure Requirements or Certifications: Candidates certified as a CPA, CIA, CGAP, CIGA, CFE, and/or CISA are preferred.
Initial Screening Criteria: Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics, or a related field is preferred. Relevant accounting or audit experience may be substituted for education on a year-to-year basis. Minimum of 5 years full-time experience in accounting or auditing.
