Job Description

The Financial Management Analyst – JTEEP Operational Liaison provides financial management, budget execution support, and programmatic analysis to the Marine Corps Training and Education Command (TECOM) Joint Training Exercise and Evaluation Program (JTEEP). The incumbent works in coordination with the Joint Staff J7 (VDJS J7) in Suffolk, VA to support execution of Service Incremental Funds (SIF) and other joint training resources in support of Service Level Training Exercise Program (SLTE-P) events.

This position serves as the financial and programmatic liaison between TECOM, Marine Forces, and VDJS J7, ensuring accurate tracking of funding execution, compliance with fiscal guidance, and delivery of financial analysis products supporting leadership decision-making.


Essential Duties

Financial Execution & Analysis

  • Execute, monitor, and reconcile Service Incremental Funds (SIF) and joint training funding in support of SLTE-P exercise requirements.
  • Track obligations, expenditures, and execution rates across assigned programs.
  • Analyze cost variances, execution trends, and funding shortfalls across joint training activities.
  • Develop spend plans, execution forecasts, and financial analysis products for leadership review.
  • Provide courses of action (COAs) and recommendations for funding adjustments and risk mitigation.

Budget & Program Support

  • Support development of annual Service Incremental Funds (SIF) budget inputs in coordination with TECOM stakeholders.
  • Maintain visibility of funding status across programs to support decision-making.
  • Ensure funds are properly allocated, obligated, and executed in accordance with approved guidance and fiscal law.

Systems & Financial Reporting

  • Maintain and update Defense Agencies Initiative (DAI), Joint Investment Database (JIDB), and CE2T2 Program Tracking Tool (JPTT).
  • Reconcile financial transactions and supporting documentation across reporting systems.
  • Ensure accuracy and audit readiness of all financial records and data submissions.
  • Generate routine and ad hoc financial reports for TECOM leadership and Joint Staff requirements.

Coordination & Compliance

  • Provide financial input supporting compliance with fiscal law and DoD financial regulations.
  • Coordinate with TECOM, Marine Forces, and Joint Staff J7 on financial execution matters.
  • Provide timely updates on funding execution status, risks, and program issues.

Additional Duties

  • Support TECOM initiatives related to Joint Training and Integrated Campaigning, Service Joint Training, and Joint Training Enablers.
  • Perform other duties as assigned.

Education

  • Bachelor’s degree in Finance, Economics, Accounting, or related field required.
  • Five (5) years of DoD financial experience required.

Experience

  • Minimum five (5) years of experience in DoD financial management, budget execution, or program analysis.

Required Knowledge, Skills, and Abilities

  • Knowledge of DoD financial systems (DAI preferred).
  • Strong analytical and quantitative skills.
  • Understanding of fiscal law and federal financial regulations.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Strong communication and reporting skills.
  • Ability to manage multiple financial data sources and reconcile discrepancies.

Additional Requirements

  • Start date TBD. Awaiting task order award.
  • Ability to obtain and maintain a security clearance.
  • Approximately 15% travel required.
  • Ability to work in a government on-site or hybrid environment.
  • Ability to sit for extended periods and perform detailed analytical work.
  • Local travel required, including use of personal vehicle.
