Green Cell Consulting is seeking a highly qualified TECOM JNTC Asset Analyst to support the Marine Corps Training and Education Command (TECOM) at Marine Corps Base Quantico. In this role, you will provide financial management, budget execution, program analysis, and resource planning support for the Joint National Training Capability (JNTC) and Joint Training, Exercise, and Evaluation Program (JTEEP).

The TECOM JNTC Asset Analyst supports the financial planning, budgeting, reporting, and Future Years Defense Program (FYDP) activities associated with the Marine Corps implementation of the Joint National Training Capability (JNTC). This position works closely with TECOM leadership, Joint Staff organizations, and financial management personnel to ensure proper execution, accountability, and compliance of JNTC resources.
Support Marine Corps Training and Education Command (TECOM) JNTC-accredited training programs and Joint Training, Exercise, and Evaluation Program (JTEEP) policy.
Develop, track, and report resource allocations supporting JNTC programs.
Maintain the Joint Investment Database (JIDB) and JTEEP Program Tracking Tool (JPTT) to monitor all TECOM JNTC and Joint budget activity.
Prepare budget execution documentation, reports, briefings, and recommended courses of action for leadership.
Access government financial systems to prepare and process funding documents supporting JNTC-accredited programs.
Update applicable Office of the Secretary of Defense (OSD) and Joint Staff J7 databases with funding documentation, budget records, and supporting documentation.
Assist with development of the annual JNTC budget supporting USMC JNTC-accredited programs and other Marine Corps organizations utilizing JNTC funding.
Conduct mid-year execution reviews of JNTC funding.
Coordinate with TECOM G3 and G8 to execute fund movements within the Defense Agencies Initiative (DAI) financial system.
Assist JNTC programs with Defense Travel System (DTS) funding and travel support.
Coordinate with Joint Staff J7 Strategic Resources Management Office (SRMO) to execute JNTC budgets.
Draft responses, recommendations, and decision papers concerning JNTC budget execution, policy, and planning documents for Commanding General approval.
Prepare written reports and executive briefings regarding budget execution, cost variances, and program alternatives.
Advise TECOM leadership regarding fiscal law, financial compliance, government regulations, and budget execution policies.
Coordinate with TECOM leadership, Joint Staff organizations, and other government financial stakeholders.
Establish and maintain SIPRNet user accounts and system access required to support JNTC-accredited programs.
Perform other duties as assigned in support of mission requirements.
Ability to obtain and maintain a U.S. Government security clearance.
Experience handling classified information is required.
Bachelor's Degree in Economics, Financial Management, Accounting, Business Administration, or a related discipline plus five (5) years of military experience required.
Minimum of two (2) years of experience supporting Department of War financial management (5 years preferred).
Experience supporting military organizations is preferred.
Former Senior Noncommissioned Officer (SNCO) or Military Officer with experience serving on a Marine Air-Ground Task Force (MAGTF) staff is highly desirable.
Experience supporting Joint organizations or Joint Staff environments is preferred.
Knowledge of Defense Agencies Initiative (DAI) financial management system.
Familiarity with Defense Travel System (DTS).
Knowledge of Department of Defense financial management processes and fiscal law.
Experience with classified information management.
Strong understanding of government regulations regarding confidentiality, records management, and document retention.
Excellent analytical and problem-solving skills.
Strong organizational, planning, and prioritization abilities.
Excellent written and verbal communication skills.
Proficiency with Microsoft Office and Windows-based applications.
Ability to prepare executive-level reports, briefings, and presentations.

Limited telework or hybrid work may be authorized based on contract requirements and Government approval.
Daily travel within the local area may be required, including use of a personal vehicle.
Ability to sit for extended periods while maintaining concentration.
Approximately 5% travel may be required.
