The Department of Water Resources of City of Lynchburg is seeking self-motivated individual who will be the department's primary project accountant, overseeing all associated accounting and budget functions of each of the approximately 200 projects annually in Water, Sewer and Stormwater enterprise funds. Other responsibilities will include but not limited to being the lead accountant in assigned areas during audit and budget season in preparation of audit workpapers and budget schedules. This position is integral to the Department of Water Resources Accounting Division that supports project financial reporting, capital and operational budgeting analysis, cash flow monitoring and other accounting and budgetary functions.

This is a full-time position and offers medical, dental, vision, retirement and paid-time off benefits.

Essential Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

  • Creating and updating budget entries for each capital project.
  • Updating available appropriations for each capital improvement project category.
  • Designate and track funding streams for each expenditure category within each project using City designated accounting codes.
  • Process requisitions for purchase orders.
  • Process invoices for contractors' progress work, design services and engineering services.
  • Constant written and oral communication with several project managers.
  • Reconciliations to validate accuracy.
  • Prepare close out documentation upon each completed project.
  • Create capital expenditure reimbursement packages for grants, loans and line of credit.
  • Set up project cash flow schedules for stake holders to monitor budgets and projected cash flows for each project and capital improvement project category.
  • Provide detailed and organized schedules to internal and external customers that can be easily followed.
  • Explain clearly in written form accounting and budget variances.
  • Update written procedures as needed for tasks in the Accounting Division.
  • On as needed basis for back up support, monitor general ledger accounts for budgeted vs. actual vs. projected for all operating revenues and expenses.
  • On as needed basis for back up support, process quarterly financial reports for three enterprise operating funds that summarizes budget vs. projected performance with written narratives that discuss reasons revenue and expense categories are over or under budget.
  • Prepare journal entries to record revenues and expenses and any necessary corrections.
  • Reconciliations of Work Management System to general ledger and payroll system.
  • Lead accountant in annual inventory count and periodic inventory counts.
  • Preparation of audit work papers.
  • Preparation of required budget schedules used for annual budget submission.
  • Lead training sessions of team members for task instruction.
  • Any other tasks responsibilities that supervisor may assign.

Minimum Education and Experience Required

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE

  • BA or BS in Accounting, Finance, Business Management or related field (concentration in Accounting is preferred).
  • Minimum of 5 -7 years related experience.
  • Have working knowledge and proper application of GAAP and GASB.
  • Proficiency in Microsoft Excel that includes building and maintaining macros, VLOOLUP's, and creating PIVOT tables.
  • Compile data into an organized and meaningful format.
  • Communicates well effectively and respectfully with all levels of internal and external customers.
  • Solid communication skills both written and oral.
  • Values the importance of maintaining positive and effective working relationships.
  • Solid organizational skills to prioritize work.
  • High level of time management skills in meeting both short-term and long-term deadlines.
  • Ability to think logically for best approach for needed solutions.

Additional Requirements

  • Valid driver's license and acceptable driving record according to City criteria.
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
