Position Purpose: Describe the primary purpose of this position and how it contributes to the organization's objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively.

This position performs staff work in planning, developing, implementing, analyzing, coordinating, monitoring and evaluating the Office of Long-Term Living's (OLTL) Independent Assessment Entity (IAE) as part of the Assessment Unit monitoring team, in the Division of Participant Supports, Bureau of Coordinated and Integrated Services.
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.
Familiarity with Microsoft Excel and other Microsoft Office applications, including experience analyzing data, generating reports, and maintaining spreadsheets.

The incumbent in this position is in the Office of Long Term Living and is responsible for monitoring and compliance activities related to the Department's IAE Agreement. The incumbent reports directly to the Assessment Unit Supervisor and is expected to demonstrate initiative and independence while ensuring that the IAE meet established Department regulations, standards and Agreement requirements.

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
  • Under the direction of the Assessments Supervisor carry out compliance and monitoring activities related to the IAE. This includes providing guidance and technical assistance to departmental, county, and health and human services providers with program planning, interpreting department objectives, and coordinating human services program delivery. Activities and tasks include but are not limited to the following:
  • Develop work plans, including short- and long-term work priorities.
  • Review human services programs by analyzing programmatic data to determine overall effectiveness.
  • Perform desk and on-site monitoring reviews of the IAE to ensure that policies and procedures, assessment materials, educational and training materials, assessment networks are in compliance with the IAE Agreement.
  • Ensure IAE compliance with contract standards and assess IAE performance relative to the required reports and other performance measures and quality improvement goals.
  • Ensure the effectiveness of IAE operational and contractual compliance by utilizing a standard set of assessment tools and analyzing all relevant data.
  • Identify opportunities for improvement in IAE performance based upon consideration of performance data and Department priorities.
  • Inform the Assessment Supervisor of significant IAE compliance and quality improvement issues and provide recommendations for action.
  • Resolve contract performance and compliance issues by working collaboratively with IAE monitoring team, OLTL staff, and the IAE to improve performance and contract compliance by participating in the development and monitoring of corrective action plans, as appropriate.
  • Research individual participant or vendor issues. Oversee responses after gathering information and data from internal and external sources.
  • Coordinate functions related to special projects and investigations.
  • Establish effective working relationships and communications with Department staff, CHC-MCO monitoring team, CHC-MCO staff, and staff from other agencies and organizations, appropriately interact with others, and provide timely responses to requests and inquiries.
  • Demonstrate commitment to the goals of the CHC-MCO program, including showing initiative to take on new projects; being team-oriented; being committed to outstanding customer services; and being willing to focus on promoting efficiencies and accountability.
  • Communicate with supervisor on a timely and current basis regarding problematic situations and apply proper judgment to assure action is appropriate.
  • Develop and manage reports and presentations/trainings about the operations of the IAE. Provide information as requested by other Commonwealth Offices, CMS, Legislature and stakeholders. Prepare information regarding Right To Know Law (RTKL) requests.
  • Participate on workgroups (internal and external) to develop processes, operational and monitoring strategies related to CHC.
  • Act as a liaison for the OLTL, as a designated expert in assessments and the PIA database. This includes attending meetings, doing research, preparing reports and doing presentations.
  • Provide recommendations for changes to the IAE Agreement.
  • Perform other related duties as required.

Incumbent must be able to work both independently and make decisions based on established criteria and guidelines. Advise and make recommendations to Supervisor as necessary. Identify any problem areas that will need input or decisions by upper management staff.
