Job Description

Are you a Human Resources professional with the desire to support a progressive public safety agency? If so, the Stafford County Fire and Rescue Department is looking for you!

Our Human Resources Specialist plays a vital role in supporting the Fire and Rescue Department's most important asset - our people. With more than 250 full-time employees, the Human Resources Specialist is an integral part of the Administrative Services Team.

This position provides comprehensive human resources support across the department, helping ensure effective recruitment, onboarding, employee relations, personnel administration, training coordination, policy compliance, and workforce development. Working closely with Fire and Rescue Department leadership, the Human Resources Specialist helps foster a professional, inclusive, and supportive workplace while ensuring personnel practices align with organizational policies, applicable laws, and the unique operational needs of a public safety organization.

The ideal candidate is a highly organized, dependable, and service-oriented professional who understands the importance of confidentiality, accuracy, and strong interpersonal communication. This position requires the ability to work effectively with personnel at all levels, manage sensitive employee matters with discretion, and balance the administrative requirements of human resources with the mission-driven culture of the Stafford County Fire and Rescue Department.

Performs intermediate technical and paraprofessional work involving one or more core functions and a variety of specialized semi-independent assignments in public human resources administration; does related work as required. Level of responsibility and independent work is greater than the Human Resources Specialist I. Specific job functions will vary based on the needs of the department. Work is performed under general supervision.

The hiring range for this position is $27.03/hour to $37.17/hour based on experience.

The full salary range for this position is $27.03/hour to $47.31/hour to provide opportunity for growth and experience.

Examples of Duties

Collaborates with the development and administration of classification, compensation, training, and benefits programs; supports the communication and implementation of human resource policies and procedures; assists with recruitment and selection; supports employee relations; coordinates the preparation and maintenance of files and records.

  • Conducts research to support recommendations relating to classification and pay systems;

  • Provides support with completing pay studies, evaluating classifications, preparing pay surveys, evaluating data and submitting findings and recommendations for changes to classification and pay plans;

  • Provides support for the Countys training program assisting with the administration of the learning management system;

  • Assists with the implementation and administration of employee benefit plans;

  • Coordinates data entry into benefit plan systems and communicates with benefit vendors;

  • Assists with the development and preparation of employee benefit booklets and benefit communications;

  • Researches and analyzes existing policies, practices and procedures to prepare policy recommendations;

  • Participates in the development, implementation and explanation of policies and procedures;

  • Interprets human resources policy and procedures to assist and advise departmental supervisors and representatives;

  • Coordinates documentation of new hires and schedules pre-employment testing/screening;

  • Oversees the recruitment and selection Applicant Tracking System;

  • Coordinates recruitment process with department hiring managers;

  • Monitors and ensures compliance with state and federal laws and regulations;

  • Supports Human Resources Department payroll/personnel system processing and maintenance, and assists with resolution of missing or incorrect data;

  • Coordinates the input and maintenance of data related to employee changes in the payroll/HRIS system to include, but not limited to, new hires, promotions, pay changes, and separations;

  • Provides support for employee orientations and exit interviews;

  • Composes and verifies data to include reports, analytics, and surveys;

  • Counsels employees and advises supervisors on human resources matters as appropriate;

  • Compiles and maintains monthly report statistics and prepares special reports as required:

  • Provides support with employee relations and wellness programs;

  • Performs related tasks as required.

Knowledge, Skills and Abilities

Intermediate knowledge of principles and practices of public human resources administration; intermediate knowledge of accepted methods and practices of classification and pay, employee relations, testing and selection, training and applied research; intermediate knowledge of governmental organization and administration; skill in the use of personal computer and data processing equipment and programs; ability to present ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with County officials, supervisors and employees and the general public; ability to conduct detailed analytical evaluations and studies, and to prepare related reports and recommendations; ability to perform and organize work independently, exercising judgment and initiative over assignments with minimal support of others.

Education and Experience

Any combination of education and experience equivalent to some coursework from an accredited college or university focusing on human resources management or a related field, or equivalent Human Resources certification and 5 years of professional experience in the human resources management field. For internal applicants, must have 2 years of service as an HR Specialist I and meet the other conditions of the career development ladder.

A professional Human Resources certification through HRCI, SHRM, IPMA-HR, or other similar organization is desired.
