Under the general supervision of a Company Officer, respond to fire suppression and/or other emergencies by driving and operating fire apparatus and rescue equipment; is responsible for the operational readiness of all company fire apparatus and equipment; performs inspection and code enforcement assignments for fire prevention; and participates in fire and life safety educational programs.

DISTINGUISHING CHARACTERISTICS:

Fire Engineer is a journey level position responsible for independently performing the full scope of assigned duties including driving, operating, inspecting and maintaining fire apparatus and equipment. Fire Engineers may also provide training for lower level personnel, and must be able to exercise judgment and initiative. This position is distinguished from the lower classification of Firefighter by the specialized and complex work performed and higher degree of complex decision making in the absence of supervision.

SUPERVISION RECEIVED/EXERCISED:

Supervision of a Fire Engineer is provided by a Company Officer. Oxnard Fire Department Engineers do not routinely exercise supervision.

Essential Functions

(Duties may include, but are not limited to, the following):

• Drives fire apparatus to location of fire and/or other emergencies involving vehicle accidents, hazardous material accidents, rescue of trapped victims, and medical aid; operates fire apparatus ensuring proper set-up and appropriate hose lays; provides for safe operating water pressure to suppress fire; operates rescue equipment to free trapped victims; administers medical treatment to ill or injured persons.
• Operates a variety of tools including chain saws, extrication equipment, extinguishers, pike poles, rubbish hooks, extension ladders, pick-head axes, irons, and other related tools.
• Performs functions in a variety of specialized areas such as ladder truck operations, hazardous materials first response, urban search and rescue, ocean rescue, wild-land firefighting, high-rise firefighting, confined space rescue, public education and driver training.
• Inspects and tests fire apparatus and other equipment for mechanical, hydraulic, and electrical condition for operational readiness; performs maintenance and minor repair as necessary; updates maintenance records; reports need for repairs; communicates operational readiness of apparatus and equipment; participates in drills; assists with the training of firefighters.
• Responds to questions and concerns from the general public, provides information as is appropriate and resolves complaints; participates in public education programs related to fire prevention and safety; conducts station tours.
• May perform general maintenance of Departmental facilities; and perform other related work as required.
• Demonstrates a full understanding of all applicable policies, procedures and work methods and safety requirements associated with assigned duties.

Minimum Qualifications

(The following are minimum qualifications necessary for entry into the classification)

Education/Experience:

• High school diploma or GED

• 15 accredited college units in Fire Technology/Fire Science (must provide transcripts) OR California State Fire Marshal Fire Apparatus Operator 1A Certificate of Course Completion

• Three (3) years of full-time paid firefighter experience with the Oxnard Fire Department

License/Certificates:

• California Drivers License meeting one of the requirements set forth in the California Vehicle Code Section 12804.11

• A Class C License with an endorsement issued by the Oxnard Fire Department as described in Section 12804.9.

• A Class A or Restricted Class A License with the appropriate endorsements as described in Section 12804.12

• A Commercial or Noncommercial Class B License with the appropriate endorsements as described in Section 12804.10.

• Engine/Pump Certification

• Engine/Pumping Manipulative Exam

• Oxnard Driving Evaluation Form (Engine)

EXAM:

The exam process will consist of four exam components outlined below. Candidates must receive a passing score on the Written Exam to proceed to the next exam component. The names of candidates passing all components of the exam process will be certified to an eligibility list.

This position requires a twelve (12) month probationary period.

Retirement Contributions:

Upon retirement, for "safety" employees, the Citys contract with CalPERS offers a defined benefit plan based on a formula of 3% at age 50 for "classic" members and 2.7% at age 57 for "new members". Upon retirement for "miscellaneous" employees, the Citys contract with CalPERS offers a defined benefit plan based on the formula of 2.0% at age 55 for "classic" members and 2.0% at age 62 for "new members". The employee will be required to pay a portion of their annual earnings toward their retirement as required. The City of Oxnard does not participate in social security.

Annual Accrual Rates:

Full time shift employees accrue annual leave at a rate of 13.41 - 17.71 hours per pay period based on years of service and non-shift employees accrue annual leave at a rate of 6.04 - 9.12 hours per pay period based on years of service.

Deferred Compensation:

The City contributes .9% of base salary to a deferred compensation program.

Bilingual Pay:

A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

Health and Dental:

Employees can choose from a variety of medical plans provided by the City. The Citys contribution to medical coverage is outlined below:

Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $66.79 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $66.79 per month towards dental insurance.

Life Insurance:

City employees receive Basic Life and have the option to purchase additional insurance coverage.

Tuition Reimbursement:

Full-time employees are eligible for 50% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $200 per fiscal year for work related coursework.

Administrative Work Schedule Differential:

Unit employees assigned to an administrative work schedule shall receive a schedule differential increase equal to ten percent (10%) of base wages for the time worked.
