General Description

This position develops and implements a comprehensive public fire and life safety education program. Oversees all community outreach programs including, but not limited to, CPR/AED, First Aid, Crowd Manager and Fire Extinguisher Training. Works under the supervision and direction from the Fire Marshal.

This position is non-exempt. Fair Labor Standards Act overtime provisions will apply.

Per Florida Statute 295.065, certain servicemembers and veterans, and the spouses and family members of such servicemembers and veterans, receive preference and priority, and that certain servicemembers may be eligible to receive waivers for postsecondary educational requirements, in employment by the state and its political subdivisions and are encouraged to apply for the positions being filled.

Primary Duties

• Plans, organizes, coordinates, presents and directs the City's fire & life safety education programs and community risk reduction efforts.
• Designs program policies and training manuals, brochures, visual aids and other program documents
• Evaluates the effectiveness of all offered programs and presentations to ensure that the message is effective in producing a change in behavior.
• Participates in developing the fire and life safety education budget.
• Conducts inspections of buildings and other structures for compliance with applicable provisions of State and/or local codes; prepares inspection records and technical letters pertaining to recommendations and violations.
• Responsible for oversight of the Fire Cadet program.
• Maintains communications and attends all meetings for special events including all City events.
• Oversees all community outreach programs including, but not limited to, CPR/AED, First Aid, Crowd Manager and Fire Extinguisher training.
• Trains and coordinates assigned Fire Prevention and Emergency Operations personnel in key educational topics related to the prevention of fires.
• In the event of major fire or emergency, may be called in from off duty to work an extended period of time.
• Monitors communications and broadcasts messages.
• Provides customer service, communicating effectively with the general public, business community, and other City departments. Performs public relations functions.
• Conduct research and surveys; compiles data into reports for presentations.
• Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility.
• Responsible for proper operation and maintenance of all assigned equipment and apparatus.
• Prepares, reviews and submits routine records/reports; quarterly and annual reports, etc.
• Attends training and seminars as required.
• Maintains method of contact
• May be required to work extended hours in emergency situations.
• Answers phones, provides information, and assists the public.
• Performs other duties as assigned.

Minimum Qualifications

• Associate Degree in Fire Science or similar field or equivalent.
• One (1) year of continuous, full-time employment with an established Fire Department with fire prevention responsibilities, or five (5) years of experience as full-time educator at a public school, private school, or accredited university.
• Valid Florida driver's license
• Completion of NIMS ICS G-100, G-200, and IS-700 within first month of employment
• Obtain and maintain a department-recognized CPR/First Aid/AED Instructor Certification within six (6) months of employment
• State of Florida Fire & Life Safety Educator Certification within twelve (12) months of employment
• State of Florida Fire Safety Inspector I Certification within twenty-four (24) months of employment

In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.

Essential Physical Functions & Environmental Conditions

Physical Demands

• Moderately to heavy work for extended periods of duration with limited rest and rehabilitation.
• Walking, standing, lifting 50+ pounds, climbing, stooping, reaching, bending, carrying/pushing/pulling 25+ pounds and occasionally up to 50+ pounds.
• Acceptable eyesight, hearing and speech.
• Good hand/finger dexterity and hand/eye coordination.
• Ability to wear protective clothing
• Regular driving and operation of assigned equipment.

Work Environment

Works inside in an office environment. Works outside in various weather conditions (heat, cold, rain, etc., including extremes of each). May encounter stressful situations having a direct effect of life and preservation of property.
