REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may be required to perform additional or different duties from those set forth below as needs may arise.

• Responsible for assuring proper applicable code compliance in new and existing commercial buildings within jurisdiction through plans review, field verification and annual inspections.
• Assures that interactions with the public are courteous and diplomatic.
• Responsible for the development and delivery of comprehensive fire and life safety public education programs.
• Responsible for investigation of fires to determine cause and origin where applicable.
• Responsible for assuring that requirements are met as set forth by the Tennessee Department of Commerce & Insurance/State Fire Marshal's Office.
• Must be knowledgeable of current NFPA standards of the profession.
• Must be knowledgeable of multiple areas of discipline in the emergency services.
• Responsible for managing, reviewing and verification of accuracy of all records and reports associated with assigned activities.
• Reviews and evaluates all aspects of operations and makes recommendations.
• Maintain awareness of departmental goals and objectives and serves in an integral role to implement these programs.
• May have to perform tasks associated with emergency operations.
• Will be required to work in hazardous environments and contaminated atmospheres.
• Will be proficient with the proper use of all personal protective equipment provided for working in the applicable conditions and assure that subordinates are likewise compliant.
• Must be familiar with proper operations of communications equipment used by the Bartlett Fire Department.
• Maintains an effective working relationship with all administrative personnel, shift associates, other city personnel and the public to ensure continuity of operations.
• Must be knowledgeable of and comply with the Policies and Procedures, Rules and Regulations and Standard Operating Guidelines of the Bartlett Fire Department and the City of Bartlett.
• Understands and follows written and oral instructions.
• Must be able to exercise problem solving processes during times of complex, critical, high stress emergency operations as an integral part of an emergency response team.
• Responsible for motivating, evaluating, guiding and correcting subordinates assigned to their command.

PHYSICAL DEMANDS

The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job

• Must be able to tolerate the physical demands associated with the working conditions of emergency response. These conditions may be unpredictable in nature and last for long periods of time requiring extreme physical exertion without warm-up or breaks.
• Must be able to react to emergency situations that may include but not be limited to natural and manmade disasters.
• Works with or near mechanical equipment.
• Works in areas of limited mobility and/or egress and ingress.
• Works in extreme weather conditions including but not be limited to; heat, humidity, cold, rain, sleet, ice and snow.
• May be exposed to toxic environments including but not limited to; products of combustion, air borne particles, fumes, toxic/caustic chemicals in all forms, biological, radiological and nuclear releases and contaminates.

PHYSICAL ABILITIES

• Must be able to perform tasks while wearing personal protective ensembles weighing 50 or more pounds.

• Must be able to perform tasks while wearing self-contained breathing apparatus with ability to tolerate increased respiratory load.

• While wearing personal protective ensemble as described in # 2 and # 3, must be able to carry out tasks that may include, but not be limited to:

• Hose line operations, crawling, stooping, climbing, lifting and dragging, climbing on ladders of various lengths/heights, ventilation operations, rescue of victims of all age groups.

• Operation of heavy power and hand tools while standing, bending and kneeling.

• Lift objects weighing 50 pounds or more.

• Move an object weighing 175 pounds-20 feet or more.

• Work at heights of 12 feet or greater on ladders and buildings.

• Advance water filled/pressurized hose line up to 2 ½ inch diameter.

• Must be able to safely operate power equipment after instruction regarding safe operation.

QUALIFICATIONS

• High school diploma or GED equivalent.
• Must be at least twenty-one (21) years old.
• Must have served for a minimum of six (6) years with a recognized fire department. Three (3) of those years shall have been served in a supervisory capacity with fire code enforcement and/or fire investigation responsibilities.
• Must have and maintain a valid unrestricted driver's license.
• Must have successfully completed certifications by the Tennessee Commission on Firefighting Personnel Standards and Education (or equivalent with ability to gain reciprocity) as Firefighter I & II, Hazardous Materials Operations, Fire Officer I & II, and Fire Inspector.
• Must possess and maintain certification by the Tennessee Commission on Firefighting Personnel Standards and Education (or equivalent with ability to gain reciprocity) as Fire Investigator and Incident Safety Officer prior to completion of the second year of employment as Fire Marshal.
• Must have and maintain the State of Tennessee Department of Commerce and Insurance Fire Code Inspector certification conferred by the State Fire Marshal's Office.
• Must possess and maintain certification from the International Codes Council as a Fire Inspector Level II and Fire Plans Examiner (or equivalent with ability to gain reciprocity) prior to completion of the second year of employment as Fire Marshal.
• Certified Fire Marshal designation is preferred.
• May be required to pass written and/or oral promotional examination administered by the Bartlett Fire Department and the City of Bartlett Personnel Department.
• May be required to pass a background check, physical examination, psychological examination and stress treadmill test administered by a City of Bartlett approved examiner.
• Must have minimum vision of 20/100 correctable to 20/20 as determined by an optometrist or ophthalmologist.

Candidates who do not currently possess all listed certifications may be considered if they are able to obtain the required certifications within a department-established timeframe, where applicable.
