State Fire Marshal's Opportunity

The Idaho Department of Insurance (DOI) is searching for a Fire Marshal, Deputy for the Coeur d'Alene area. This position reports to State Fire Marshal's Office.
This role will apply and enforce the provisions of the adopted fire code through inspection and interpretation; plan, develop, and coordinate activities to safeguard life and property from hazards of fire and explosions; investigate the origin and cause of fires in an assigned district and at the request of local authorities; assist local jurisdictions with the prosecution of arson fires.

RESPONSIBILITIES:
- Perform and assist local authorities with complex investigations, to determine the origin and cause of fires without direct supervision
- Interpret forensic reports
- Serve as expert witness at the request of the court
- Serve as a technical expert in the application of specific fire safety and technical codes and standards
- Develop and present fire investigation instructional materials to train local authorities in fire investigation and code compliance
- Prepare and deliver presentations on fire related issues to civic groups, fire district commissioners, city councils, and the public
- Aide local fire agencies with the development and implementation of fire prevention/public education programs
- Promote fire prevention practices throughout the state
- Travel extensively to contact professional/government agencies requesting assistance in fire suppression, prevention, investigation, and code enforcement
- Review building and fire alarm plans and specifications for predominantly nonstructural components of new construction and remodeling of state buildings
- Provide plans examination services to Idaho fire agencies as well as public and private entities
- Determine design compliance with specific fire, life safety, and technical codes and standards
- Inspect schools, prisons, and government buildings and premises
- Manipulate computer database to store, retrieve, compile, and analyze data to develop complete, accurate, and concise correspondence as well as regular detailed and special reports
- Respond to telephone and walk-in inquiries regarding fire investigation and prevention
MINIMUM QUALIFICATIONS (MQs):
- Must have a valid driver's license
Some knowledge of:
- Accounting and statistics. Typically gained by at least six (6) months of full-time professional work experience using accounting and statistics; OR at least three (3) credits of college-level coursework covering each topic of accounting and statistics; OR at least 16 hours of professional training in the use of accounting and statistics.
- Building construction practices. Typically gained by at least six (6) months of full-time professional work experience using building construction practices; OR at least three (3) credits of college-level coursework covering building construction practices; OR at least 16 hours of professional training in the use of building construction practices.
Good knowledge of:
- The International Fire Code. Typically gained by at least two (2) years of experience with a fire department in various investigation or management areas of work and/or providing consultation to combination and/or volunteer fire departments. (e.g., Fire Investigator, Fire Marshal, Captain, Battalion Chief, or Chief).
Experience:
- Making oral and public presentations. Typically gained by at least six (6) months of full-time professional work experience making oral and public presentations; OR at least three (3) credits of college-level coursework covering oral and public presentations; OR at least 16 hours of professional training in making oral and public presentations.
- Preparing concise written reports of findings and recommendations. Typically gained by at least six (6) months of full-time professional work experience preparing written reports of findings and recommendations; OR at least three (3) credits of college-level coursework covering preparing written reports of findings and recommendations; OR at least 16 hours of professional training in preparing written reports of findings and recommendations.
MINIMUM QUALIFICATION (MQ) SPECIALTIES:
Good Knowledge of:
- NFPA 921 and 1033. Typically gained through professional work experience OR through successful completion of any of the following that relate to NFPA 921 and 1033: college-level courses, specialized training, internships, job shadowing opportunities, etc.
Considerable knowledge of:
- Characteristics and behavior of fire. Typically gained by at least three (3) years of professional work experience where major job duties included learning about and dealing with the characteristics and behavior of fire, as well as fire prevention principles and practices OR at least two (2) years of professional work experience AND successful completion or the following that relate to characteristics and behavior of fire, as well as fire prevention principles and practices: college-level courses, specialized training, internships, job shadowing opportunities, etc.
- Investigative techniques. Typically gained through at least three (3) years of professional work experience where major job duties included using investigative techniques or at least two (2) years professional work experience AND successful completion of the following that relate to Investigative Techniques: college-level courses, specialized training, internships, job shadowing opportunities, etc.
- Fire prevention principles and practices. Typically gained by at least three (3) years of professional work experience where major job duties included learning about and dealing with the characteristics and behavior of fire, as well as fire prevention principles and practices OR at least two (2) years of professional work experience AND successful completion or the following that relate to characteristics and behavior of fire, as well as fire prevention principles and practices: college-level courses, specialized training, internships, job shadowing opportunities, etc.
Experience:
- Providing consultation fire departments/districts (including combination and/or volunteer department) in fire prevention practices. Typically gained by at least six (6) months of professional work experience providing consultation to fire departments/districts (including combination and/or volunteer departments) in fire.
- Performing design review and compliance evaluation of construction plans for predominantly nonstructural components of various sizes and types of buildings. Typically gained by at least six (6) months of professional work experience performing design review and compliance evaluation of construction plans for predominantly nonstructural components of various sizes and types of buildings.
SUPPLEMENTAL INFORMATION:
This position:
- Requires the selected candidate successfully pass a fingerprint background check prior to hire
- Requires that incumbents routinely lift up to 100 lbs. with the use of safe lifting techniques and move heavy objects, climb ladders, move fire debris, and enter hazardous environments as part of investigation activities
- Requires extensive travel and contact with the public and professional groups, as well as governmental agencies
- May be required to provide testimony in Court or to the Legislature
- Is eligible for PERSI Rule of 80
