The Connecticut Department of Correction (DOC) is looking to hire a Fiscal/Administrative Officer based out of Central Office in Wethersfield.

POSITION HIGHLIGHTS
This position is full-time, 40 hour per week position on first shift, Monday-Friday. A hybrid (telework) schedule may be available after the completion of the working test period. These positions are considered Central Office positions, and are based out of Fiscal Services Division in Central Office in Wethersfield, CT.
This position is critical to ensuring the Department's compliance with statutory and federal requirements for the timely and accurate financial reporting of federal grant funds. The position provides comprehensive financial management and oversight of federal grants awarded by other State agencies, including preparation and submission of financial reports, maintenance of supporting documentation, transfer invoices, fund balance tracking, and Notices of Intent for departmental receivable grants. The role requires close coordination with other departments, Contracts, Accounts Payable, Purchasing, and program staff to ensure the accurate reconciliation, monitoring, and reporting of federal funds. Given the volume and complexity of the grants managed, the position is essential to safeguarding federal funding, maintaining fiscal accountability, meeting reporting deadlines, and minimizing the risk of noncompliance, delayed reimbursements, or loss of grant funding.

The DOC protects public safety by ensuring offenders serve their sentences of imprisonments in facilities that are safe, human, and provide re-entry programming.
The State of Connecticut, Department of Correction is a unified system; all sentenced and unsentenced offenders are supervised by the DOC. The Department also provides supervision for offenders on parole, community release, and other discretionary release programs.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for independently performing a full range of tasks in professional level fiscal and administrative functions.
EXAMPLES OF DUTIES
KNOWLEDGE, SKILL AND ABILITY
Knowledge of
principles and practices of public administration with special reference to governmental budget management and governmental accounting;
grants and contracts preparation and administration;
purchasing principles and procedures;
payroll practices and procedures;
Skills
interpersonal skills;
oral and written communication skills;
Ability to
prepare and analyze financial documents and reports;
interpret and apply statutes, regulations and administrative policies;
utilize EDP systems for financial management.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grant administration, payroll, purchasing) at least one of which must be an accounting or budgeting function.*
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at or above the paraprofessional level, requiring the exercise of some independent judgment in the application of basic principles and procedures in accounting, budgeting, purchasing or related fiscal administration functions.
NOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and above the paraprofessional level.
