PURPOSE:

This role is responsible for the planning, development, implementation and monitoring of the Land Grant Programs operating and capital budgets. The individual will ensure financial resources are allocated efficiently and aligned with strategic priorities while maintaining compliance with internal policies and external regulations.

ESSENTIAL JOB FUNCTIONS, DUTIES, & RESPONSIBILITIES:

  • Lead the annual budgeting process across all Land Grant Programs.
  • Develop budget guidelines, timelines, and financial planning tools.
  • Analyze program budget submissions for accuracy and strategic alignment.
  • Prepare consolidated operating and capital budgets.
  • Monitor budget performance and conduct variance analysis.
  • Provide financial forecasting and scenario modeling.
  • Recommend resource optimization and cost control strategies.
  • Ensure compliance with financial policies, regulations and reporting standards.
  • Work collaboratively in a cross-functional team environment.
  • Participate in professional development and build relationships with other higher education institutions.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Strong analytical and financial modeling skills.
  • Knowledge of budget development and financial processes.
  • Excellent communication and organizational skills.
  • Proficiency in Microsoft Excel.

QUALIFICATIONS:

  • Bachelor's degree in finance, Accounting, Public Administration, Business Administration or related field required.
  • 5+ years of experience in budgeting, financial planning, or government/nonprofit finance.

PREFERRED QUALIFICATIONS:

  • Master's degree (MBA, MPA, or related field).
  • Experience with complex grant funded budgets.

PHYSICAL DEMANDS:

  • Light sedentary office work.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Ability to lift up to 25 lbs.
