THE COLLEGE

Located in the northwest corner of the United States, Peninsula College is nestled in the foothills of the Olympic Mountains. The main campus in Port Angeles, Washington, overlooks the Strait of Juan de Fuca and the nearby city of Victoria, British Columbia, and has easy access to the Pacific Ocean, Olympic National Park, and Seattle. Port Angeles is two hours from Seattle and a one-hour ferry ride to Victoria, Canada. The College is honored to serve six sovereign American Indian nations in the region: Jamestown S'Klallam, Lower Elwha Klallam, Quileute, Makah, Hoh, and Port Gamble S'Klallam.

The College is honored to have strong relationships with these six federally recognized Tribes in the College's service district. The College is home to Longhouse of Learning. It is the first Longhouse in the nation to be built on a community College campus. The College offers transferable Indigenous language courses in Klallam/S'Klallam, Makah and Quileute and Hoh languages. Instructional programs include a Tribal Homeland Security & Emergency Management certificate, and an Integrated Indigenous Studies transfer pathway. THE POSITION

Lead and perform complex fiscal duties, in the areas of grants and student financial, such as financial report analysis, grants billing, account receivable discrepancy resolution, accounting system/procedures development and implementation. Provide grant accounting and budget support to grant managers and their staff along with providing support for revenue generating contracts.

 

ESSENTIAL FUNCTIONS:

  • Performs work functions related to accounting, budgeting, auditing, financial reporting, and other fiscal review and analysis in the grants and student financial areas.
  • Uses computer hardware and software to produce timely and accurate work projects that fully satisfy the demands of assignments.
  • Acts as one of the primary PC contacts for outside agencies and entities to facilitate grant billing, and banking services.
  • Provides customer service to internal and external customers, listening attentively, identifying issues, providing options in order to fulfill services, and/or exercising knowledge of laws and regulations to assist others and/or resolve complaints or conflicts.
  • Support Grant Managers with budget development and periodic budget status review.
  • Process grants and contract invoicing, and reimbursement request.
  • Maintain College financial accounting system records in accordance with the terms of the contracts - make adjusting entries as necessary with budgets, expenditures and/or revenue transfers.
  • Support the completion of financial on-line reporting requirements for specific federal grants.
  • Performs GL account reconciliation and financial report analysis related to grants and contracts
  • Works with staff in Cashiering, Account Payable, Account Receivable, and Payroll to ensure entries in the Agency Financial Reporting System are timely and accurate.
  • Performs specialized accounting activities in the receivable system.
  • Support the analysis of revenue projections, budget or expenditure forecasts related to grants & contracts.
  • Advise and provide training on Time and Effort reporting requirements
  • Compile data for year-end Disclosure forms related to grant & contracts
  • Backup cashiering functions for Student Finance position
  • Financial Aid reconciliation between general ledger, Financial Aid and funding entity.
  • Prepares and processes accounts receivable invoice requests.
  • Manage collection processes for outstanding non student finance accounts receivable and collections.
  • Assist with month end subledger reconciliations.
  • Manages PC student payment plan program
  • Requires regular and punctual attendance.
  • Performs other related duties as assigned to meet the College's needs.
  • Develop and maintain a desk manual describing procedures used to complete assigned duties.
  • Ability to interpret and comply with OFM guidelines and Revised Code of Washington (RCW) rules.
  • Extensive computer skills and knowledge, specifically in a Windows environment with Excel, Access and Word, and experience with accounting database systems (PeopleSoft)
  • Excellent written and interpersonal communication skills

  • Attend appropriate training and/or state meetings to remain current in areas of responsibility.
  • Development and operational skills in Excel, Access, Word.
  • Operational skills in email systems, internet searches, on-line reporting.
  • Operational skills in complex electronic financial accounting systems. Preferably in government or higher education.
  • Developing and modifying fiscal reports and presentations.
  • Reading, interpreting, and applying Federal and State requirements and restrictions related to accounting: experience with Federal laws pertaining to the American Opportunity, experience in Washington State accounting, customer accounts, and job scheduling software.
  • General accounting and internal control.
  • Reconciling, researching, and reporting on complex financial data.

 

REQUIRED PHYSICAL ABILITIES:

Work is in an open office environment that requires standing and/or sitting and computer data entry for extended periods of time.

REQUIRED EDUCATION OR CERTIFICATES:

Bachelor's degree in accounting or a related field, or an equivalent combination of relevant education and/or professional experience.

EMPLOYMENT PAY AND BENEFITS INFORMATION

  • Full-Time Classified position.
  • This is a full-time probationary appointment, that may become permanent at the end of six months of satisfactory employment.

  • Sick leave accrual is 8 hours times Full-Time Equivalent per month.
  • Vacation Leave accrual is 11.33 hours times Full-Time Equivalent per month and will increase with years of experience.
  • Personal Leave is 24 hours times Full-Time Equivalent, every July 1, prorated on date of hire.
  • Personal Holiday is 8 hours times Full-Time Equivalent, per year after 4 months of service.
