  • Level II: $72,516/year -  $84,828/year
  • Level III: $78,420/year - $91,728/year

Duties Summary

These positions perform fiscal analysis as the primary work assignment, along with other related fiscal and analytical duties, and may work on various phases of a fiscal program, as assigned. Applications are being accepted with the intent of filling this position at the highest level for which the selected candidate is qualified. This recruitment may be used to fill a Fiscal Analyst I, Fiscal Analyst II, or Fiscal Analyst III position, depending on the qualifications of the applicant and needs of the department.

  • Level I: The Fiscal Analyst I independently prepares monthly project cost reports and analyzes financial trends for ongoing construction activities. The position is responsible for maintaining and evaluating fiscal data within the Contract Management System, ensuring accuracy, compliance, and timely reporting. Working closely with project teams, contractors, and City departments, the analyst supports cost tracking, payment processing, and reconciliation efforts while contributing to audits and process improvements.
  •  Level II: The Fiscal Analyst II independently leads more complex financial analyses and oversees the preparation of monthly project cost reports to track budgets, expenditures, and progress across all phases of the Honolulu Rail Transit Project. The position evaluates financial data and forecasts, monitors contract contingencies, and identifies trends to recommend adjustments to project scope, design, and budget. The analyst also develops and refines cost control procedures and ensures that cost and financial data meet City and Federal Transit Administration requirements.
  •  Level III: The Fiscal Analyst III serves as the lead fiscal specialist, overseeing project- and program-level financial activities, including cost reporting, budget tracking, forecasting, and providing direction to other fiscal staff as needed. The position leads the most complex analyses, ensures the accuracy and compliance of financial data, and guides strategic adjustments related to budgets, contingencies, and project scope. The analyst supports executive decision-making by providing expert advice on financial policy, funding strategies, and regulatory requirements.

Minimum Qualification Requirements for the Class

  • Level I: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public or business administration, accounting, economics or a closely related field and three years professional experience in management, financial, budgetary, economic or tax analysis work.
  • Level II: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public or business administration, accounting, economics or a closely related field and four years professional experience in management, financial, budgetary, economic or tax analysis work.
  • Level III: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public or business administration, accounting, economics or a closely related field and five years professional experience in management, financial, budgetary, economic or tax analysis work.

Work Schedule and Location

  • Schedule: Monday – Friday, 8-hour shift.
  • Location/Relocation: HART does not cover relocation costs. Candidates must be able to reliably commute or relocate to Honolulu by the first day of employment.
