MOE advocates for policies that enhance learning opportunities and works to secure funding for educational programs.Job DescriptionPosition SummaryThe Fiscal Manager is responsible for the fiscal operations of the Mayor's Office of Education, including budget development, financial reporting, and expenditure tracking. This position works with the operations manager to support payroll, timely vendor payments and procurement. The Fiscal Manager reports to the Deputy Chief Education Officer.Budget developmentAssist with the preparation of the department's Operating Budget and Target BudgetWork with programs to develop spending plans for the fiscal yearPrepare department's quarterly budget updatesManage tracking and reporting of program performance measuresExpenditure Tracking and ReportingPrepare monthly expenditure reports for all programs within the Mayor's Office of Education, (Extended Day/Extended Year, Community Schools, Adult Education and Foster Grandparents Program).Monitor expenditures for all programs and provide feedback on spending plans.Petty cash reconciliation.Payroll preparationPrepare monthly payroll for Foster Grandparents Programs and serve as backup for other staff as needed.Ensure timely payment of invoicesWork with operations manager to review invoices and submit payments for processing.Contract monitoringWork with program staff and DHS contract division to support contract compliance and ensure payments are submitted timely.RFPs and procurement of servicesAssist in development of RFPs, RFQs and small order procurements for consulting services and professional development.Other Duties as AssignedRequired Competencies, Knowledge, Skills, and AbilitiesKnowledge:Accounting principles and practicesMicrosoft Office SoftwareExceptional Excel SkillsFamiliarity with city systems (FAMIS and ACIS) recommended but not requiredSkills:Strong communication and problem solvingStrong organization skills and attention to detailAbilitiesMaintain accurate and complete financial recordsAnalyze and comprehend organizational and procedural problems and make recommendationsCreate efficient financial processes and proceduresEstablish and maintain effective working relationships with department staff.QualificationsPreferred Education and ExperienceBachelor's degree in accounting, finance or business administration or comparable coursework.Three years' experience in budget, accounting or auditing at governmental agency or non-profit.We value diverse experiences and are open to flexible qualifications.
