General Summary

The Program Manager - Business Operations provides leadership and oversight for fiscal processes and front desk operations within the International Student Programs (ISP) office. The position is responsible for ensuring efficient daily operations, maintaining high-quality student services, and supporting accurate and effective financial and administrative workflows.

This position reports to Associate Director of International Student Recruitment.

This is a full-time, exempt (overtime eligible) position.

Essential Tasks

Key Responsibilities

Fiscal & Financial Operations

  • Oversee all fiscal-related processes within ISP, including student financial coordination, commissions, insurance, and internal financial operations:
  • Serve as the primary point of contact for ISP fiscal-related matters;
  • Maintain accurate financial records, including basic bookkeeping and tracking;
  • Contribute to budget monitoring, reporting, and financial planning;
  • Coordinate with internal departments to ensure compliance with institutional policies and procedures;
  • Prepare and process purchase requisitions, vouchers, billing invoices in accordance with institutional guidelines;
  • Perform analysis and review of student account records to ensure accuracy and resolve discrepancies.

Front Desk & Student Services Operations

  • Oversee daily front desk operations and ensure a high standard of service in welcoming students and visitors to ISP office;
  • Establish and maintain workflows, service expectations, and operational consistency;
  • Actively engage in direct student services, including in-person support, particularly for fiscal and operational inquiries;
  • Ensure effective communication channels across walk-ins, phone, and general inquiries;
  • Serve as back-up support for front desk coverage during peak times, staff absences, or operational needs.

Operations & Process Improvement

  • Develop, implement, and refine operational processes and procedures;
  • Identify areas for improvement and implement solutions to enhance efficiency and service delivery;
  • Create and maintain documentation (e.g., SOPs) to support consistency and scalability;
  • Support adoption of systems and tools to improve operational effectiveness.

Supervision & Team Management

  • Supervise front desk personnel, including full-time, part-time, and student staff;
  • Provide training, guidance, and performance feedback;
  • Ensure appropriate staffing coverage and accountability for daily operations;
  • Foster a culture of ownership, initiative, and accountability;
  • Ability to provide immediate, clear and direct performance feedback to employees.

Coordination & Communication

  • Collaborate with internal teams across ISP functions to support daily operations;
  • Communicate updates, issues, and process improvements to the Associate Director;
  • Exercise sound judgment in day-to-day operations and escalate complex or sensitive matters as appropriate.

Additional Duties

  • Perform other duties as assigned by the Associate Director.

Work Expectations & Schedule

  • This position is primarily on-site and requires active, in-person engagement in daily office operations;
  • Regular work schedule is aligned with ISP office hours; flexibility may be required to ensure front desk coverage and operational needs are met;
  • Basic knowledge of accounting principles (e.g., bookkeeping, financial tracking);
  • Proficiency in Microsoft Office (Word, Excel) and Google Workspace (Google Drive, Sheets, etc.).

Qualifications

Minimum Qualifications:

  • Bachelor's degree in a related field ; OR
  • Four years of full-time administrative experience.

Desired Qualifications:

  • Experience in higher education or international student programs;
  • Ability to learn and adapt to new systems and technologies;
  • Bilingual or multilingual ability;
  • Experience supervising staff or student employees;
  • Experience with operations, systems, or process improvement;
  • Strong organizational and problem-solving skills.
