LOCATION
Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California. The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley. Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area. Boating, fishing and hunting attract many tourists. The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas and the Mexican border. The valley's great climate, with more than 350 days of sunshine and mild winters, attracts thousands of winter visitors every year.
NATURE OF THE POSITION
Under the direction of the Executive Director of Fiscal Services or designee, the Fiscal Services Technician II performs specialized duties requiring a working knowledge of fiscal services and accounting practices involved therein, as well as the use of initiative and independent judgment within procedural and policy limits. This position performs a variety of clerical duties and provides technical assistance to the Fiscal Services Department.
Examples of Duties
DUTIES AND RESPONSIBILITIES
Provides exceptional customer service to students, staff, and visitors. Assists with the collection of fees and distribution of information as appropriate. Determines best course of action to resolve issues following guidelines, policies, and precedent. Provides assistance to
other fiscal services personnel as needed. Processes student accounts, to include payment plans, maintains billing tables, adjustments, 1098-T, Employee Fee Waivers, and CHOICE Scholarship applications.
Processes receipt of all funds to the District. Assists with the processing of Districts payments, deposits, and banking.
Processes accounts receivable and reconciles District banking accounts.
Performs audit checks on funds received by the District to ensure compliance with internal controls.
Works with County to ensures receipt and deposit of all wire transfers. Work with appropriate departments to ensure proper charges and credits are applied to student accounts.
Assists with development and maintenance of policies and procedures required for the collection of enrollment fees.
Maintains fiscal files for student receivables, State and federal financial aid reporting, and county receivable reports.
Assists in the processing of all accounts payable functions. Ensures accuracy and compliance with county and state audit regulations, categorical guidelines, board policies, and internal controls.
Assists with the preparation of federal and State financial aid disbursements in accordance with regulations and meet required deadlines. Requests and reconciles federal financial aid funds with the federal system.
Assists with the preparation of reports for annual audits.
Performs mailroom functions, including postage, supplies, postal services, distribution of mail and delivery of district packages.
Handles confidential and sensitive issues with discretion.
Attends meetings, trainings, and workshops as required.
Participate in District efforts to increase the diversity of faculty and staff and to address student achievement gaps; active assistance in the creation of a welcoming and inclusive work and educational environment; attend and participate in diversity, equity, and inclusion training and events.
Perform other related duties as assigned.
Educational/Experience Qualifications
REQUIRED QUALIFICATIONS
Associates Degree from an accredited institution or equivalent.
Two (2) years of related work experience.
Maintain confidentiality.
Communicate effectively orally and in writing.
Proficiency in the use of standard office programs (e.g., MS Word, Excel, PowerPoint, Outlook), personal computers and the internet.
Passage of the Districts clerical skills tests.
Type at 40 wpm 10 key by touch. 8. Sensitivity to and understanding of the diverse academic, ethnic, racial, age, national origin, religious, gender, sexual orientation, disabilities, and socio-economic backgrounds.
PREFERRED QUALIFICATIONS
Bachelors Degree from an accredited institution.
Bilingual Spanish and English.
Experience in the use of accounting and auditing practices and terminology applicable to the public sector accounting, preferably in a community college setting.

CLASSIFICATION AND SALARY
This is a 12-Month full-time classified position. May include evening and weekend duty.
Row 8 on the Classified salary schedule. The District offers an attractive package of fringe benefits including medical, prescription, dental, vision and life insurance as accorded per CSEA agreement.
