Job Description
GENERAL PURPOSE
The Fiscal Technician - Children, Youth & Families - Accounts Payable Subsidies position is an advanced clerical accounting positioninvolving the application of bookkeeping principles and practices, and the management of fiscal records.
SUPERVISION RECEIVED
This position reports directly to the Accountant 2.
SUPERVISION EXERCISED
This position does not exercise supervision over other employees.
ESSENTIAL DUTIES OF THE POSITION
Verifies, codes, and processes subsidies for all foster and kinship parents, eligible adoptions, and permanent legal custodianships.
Maintains labor distribution. Reconciles and balances labor distribution to general ledger on a quarterly basis. Assists in preparing the PW1171 for inclusion with the state invoice submission.
Processes payment of the monthly mileage and expense logs for staff. Compiles monthly summary and averages report.
Prepares Social Security deposits and enters into CAPS. Prepares Promise 40.
Communicates with external parties regarding the processing of necessary paperwork.
Responsible for the maintenance of petty cash, Kinship Vouchers, and gas cards.
Maintains file on County vehicles including total mileage and gas consumption.
Collects and processes receipts for County Voyager cards and County P-Cards, matching them to the credit bi-monthly. Follows up if items are missing.
Prepares and enters budget adjustments.
Maintains confidentiality at all times.
Attends training as required.
May be required to work in another unit/division to provide coverage.
REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE - Completion of a high school, or general equivalency diploma; AND
At least one (1) year as a County Fiscal Assistant; OR
At least three (3) years of full-time professional work experience involving the maintenance of fiscal or financial records, including at least one (1) year of the application of accounting or fiscal principles and practices; OR
At least one (1) year of full-time professional work experience in maintaining and reviewing fiscal records; AND
An Associate's degree in Accounting or Business Administration; OR
Any equivalent combination of experience and training.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of bookkeeping principles and practices.
Knowledge of modern office practices and equipmentincluding Microsoft Office.
General knowledge of accounting principles and methods.
Ability to perform detailed work involving written or numerical data. Ability to make arithmetical calculations rapidly and accurately.
Ability to analyze and interpret fiscal information.
Ability to apply and adapt established methods to financial transactions.
Ability to establish and maintain effective working relationships.

I. Medical Insurance
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the Countys medical insurance if proof of coverage through the spouses employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.
II. Vision and Prescription
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employees choice of doctor and frame selection.
III. Dental Coverage
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.
IV. Life Insurance
A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.
V. Retirement
All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan [457(b)] which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.
