JOB DESCRIPTION:
The Army Navy Business Group currently has a career opportunity for Fleet training program analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.
The ideal candidate will be an experienced analyst and subject matter expert (SME) in naval training events and exercises (in particular, Large Scale Exercises [LSE]). Echelon III or higher staff experience and a working knowledge or understanding of U.S. Navy fleet training programs and the Optimized Fleet Response Plan (OFRP) are a must for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least eight (8) years of applicable program analyst experience in:
U.S. Navy fleet and/or Joint training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies
Managing/ prioritizing large, complex projects involving numerous stakeholders
Team and/or project leader
Leading working groups and cross functional teams
Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables
Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral format
Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
Specific Functional Area duties include, but not limited to:
Assist in the planning, execution, assessment, and oversight of exercises.
Provide subject matter expertise on planning issues across the full spectrum of an exercise lifecycle.
Support, analyze, coordinate, and provide administrative responses to formal, informal, emergent, and routine tasks concerning planning and execution of exercises.
Provide recommendations and advice to USFF N7 government representatives in a variety of forums, meetings, conferences and working groups.
Provide subject matter expertise during planning, execution, and assessment events covering a broad range of planning topics (e.g., exercise control, opposing force (OPFOR), manpower, etc.).
Assist in coordinating and updating USFF N7 government representatives on the day-to-day execution of ongoing exercise lifecycle events.
Assist in researching, developing and/or coordinating various exercise event "hot wash" documents, AAR, and post-event analysis.
Qualifications
REQUIRED BACKGROUND / EDUCATION / SKILLS:
U.S. citizen with Bachelor of Arts or Science degree and Top Secret clearance
Active military duty experience (more than 10 years) at the mid-grade to senior officer level
Ten (10) years of experience in naval operations
Two (2) years of experience in Naval exercise planning required, four (4) years of experience desired
Superior writing and verbal communication skills and ability to work independently and closely with senior personnel
DESIRED BACKGROUND / EDUCATION / SKILLS:
Three (3) years of applicable Program Analyst experience and demonstrated specific experience in exercise and training event planning and execution with flag level/general officers and senior executives
Experience as an Echelon III (or higher) staff action officer
Understanding of the Fleet Command and Control (C2) structure
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
