The Office of Administrative Services Department is actively seeking a Fleet Fuel and Environmental Technician.

This is a technical work in the installation and maintenance of fuel site computers and automated fuel-dispensing equipment, including dispensing of and cleaning up of fuel and oil spills. Work requires a knowledge of techniques, methods, and procedures used in the installation, operation and maintenance of fuel sites and associated equipment, which involves the use of specialized skills or specialized equipment that is learned on the job or through training. Contacts require basic courtesy, tact, and effectiveness in dealing with others, and includes contacts to request or provide information, ask questions or obtain clarifications. Work is semi-routine in that tasks are covered by somewhat diversified procedures and precedents, but some latitude is permitted to consider the most appropriate method, technique, or procedure to follow; however, the work also involves differing situations requiring comparison of problem elements to reference points and exercising judgment to match the decision. Work is performed outdoors in a somewhat controlled environment, where risks and hazards are substantial, but are known, somewhat predictable, and mostly controllable. Operates service truck and fuel tanker, digital and analog tester, automated fuel-dispensing equipment, personal computer, camera, copier, and standard tools used in the field of fuel site repair, including the use of propane equipment repair, electrical repair kits, and pumps. Work is performed under general supervision where the work assignments are varied and, although subject to instructions and established work routines, the worker is permitted some latitude to set priorities subject to supervisors approval.

  • Overhauls mobile fuel dispensing equipment such as pumps and computers.
  • Operates service truck and fuel tanker, digital and analog tester, automated fuel-dispensing equipment, personal computer, camera, copier, and standard tools used in the field of fuel site repair, including the use of propane equipment repair, electrical repair kits, and pumps.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related duties as required.

Knowledge, Skills and Abilities

  • Knowledge of techniques, methods, and procedures used in the installation, operation and maintenance of fuel sites and associated equipment.
  • Knowledge of materials, methods, and standards established by the National Fire Protection Association, Florida Administrative Code, Federal Clean Air Act Title II and the Code of Federal Regulations regarding Alternative Fuels and Fleet Services-related safety and environmental issues.
  • Knowledge of single-and double-wall piping, threading machines, and cathodic protection.
  • Ability to work with and dispose of hazardous materials following appropriate safety procedures and in compliance with federal, state, and local environmental laws, rules, and regulations.
  • Ability to diagnose and repair electrical, electronic, and mechanical malfunctions of equipment used at fuel sites including computers used with fuel dispensing equipment.
  • Ability to read and work from plans and blueprints.
  • Ability to read, comprehend, and apply job-related materials such as equipment manufactures manuals and Fleet Services-related environmental and safety laws, rules, regulations, policies, and procedures.
  • Ability to operate service truck and fuel tanker, digital and analog tester, automated fuel-dispensing equipment, personal computer, camera, copier, and standard tools used in the field of fuel site repair, including the use of propane equipment repair, electrical repair kits, and pumps.
  • Ability to establish effective working relationships.
  • Ability to communicate effectively both verbally and in writing.

Open Requirements/Supplemental Information

  • Must have three (3) years of experience in the operation, installation, maintenance and repair of pumping and registration equipment for liquid propane gas (LPG), unleaded gasoline, diesel, and alternative fuels and automated fuel-dispensing equipment.

  • Must have completed a minimum of 40 hours of Hazardous Material Training by the end of probation.

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid Class B Drivers License with an X endorsement is required prior to appointment and must be maintained during employment in this class.
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.

OTHER REQUIREMENTS:

  • The probationary period for this class is six (6) months.
  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonvilles Drug Free Workplace Policy (0401).
