Description
SAIC is seeking a qualified Fleet intelligence planner and Opposition Force (OPFOR) developer to support Fleet training at Navy Warfare Development Center (NWDC) in Norfolk, VA. The individual in this position will provide subject matter expertise (SME), Fleet Intelligence, and OPFOR subject matter support to train Navy Fleet HQ staffs in Maritime Operations Centers (MOCs) for command and control (C2) of operations at the Operational Level of War (OLW). The ideal candidate must have naval operational experience and knowledge related to intelligence and realistic OPFOR presentations leveraging, but not limited to the following areas: Operations, Plans, Fires, Intelligence, Protection, Air and Missile Defense, Logistics, C2 Systems, Information Operations, Cyber Operations, Space Operations, Air Warfare, Surface Warfare and Anti-Submarine Warfare.
Additionally, the ideal candidate should have experience developing, designing, and executing exercise events at the high-tactical or operational-level of warfare, including familiarity with joint and maritime HQ tasks simulating real-world operations. These tasks include, but are not limited to: exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence system integration, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future maritime domains within the joint training environment.
Specific Functional Area duties will include, but not limited to the following tasks:
Develop synthetic exercise scenarios in accordance with current naval, joint, and coalition doctrine, Tactics Techniques and Procedures (TTP) and forward deployed Numbered Fleet requirements in an OLW environment.
Develop synthetic exercise injects to enable accomplishment of training objectives for synthetic training events and support of live events as required.
Ensure exercise training objectives are supported by the overall event scenario, storylines, and Master Scenario Events List (MSEL) implementers to effectively stimulate the training audience.
Utilize the Master Scenario Event List (MSEL) tool to track storylines and specific events daily.
Coordinate event planning with Navy and Joint planners, to include Joint HHQ/HICON coordination cells, Combatant Commands, Joint Staff J7, and other service response cell planners.
Coordinate with MOC Training and Exercise Team (MOC TET) on-site government and contractor staff, as required, to provide tasks, briefs, planning products, and point papers to enable MOC training objectives.
Coordinate with members of the MOC TET to prepare required reports, staff actions, point-papers, talking points, and all other staff products.
Provide the MOC TET government lead with appropriate lessons learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises.
Responsibilities:
Develop threat streams, OPFOR campaign plans, and integrate adversary capabilities during exercise design, development, planning, and execution.
Manage operational integration of processed/fused Intelligence Community based documents, assessments, Intelligence Briefings, operational reports and Intelligence databases for blue and red forces to support and meet exercise training objectives.
Develop exercise products from processed/fused Intelligence Community based documents, assessments, Intelligence Briefings, operational reports and Intelligence databases.
Provide OPFOR and Intelligence support to the Exercise Control Group during exercises in the role of a real-time thinking adversary.
Qualifications
Required:
BS degree and 9 years experience. Four (4) additional years of experience in lieu of degree.
TS/SCI Clearance.
Ten (10) years of Navy Fleet and/or Joint Intelligence experience, or equivalent experience supporting OPFOR in the exercise and training environment.
Expert knowledge of Navy structure and defense level intelligence operations: intelligence collection, fusion, analysis, production, and dissemination for intelligence databases and products.
Desired:
MOC N2 and/or MIOC experience.
