    Job Summary

    The incumbent of this position is located in Department of Public works, the Fleet Management Administrator for the District of Columbia government. The Department of Public Works (DPW) provides municipal services in two distinct program areas: environmental services/solid waste management and parking enforcement. Both contribute to making District streets and public spaces clean, safe, attractive and accessible. The Fleet Management Administrator is responsible for purchasing and maintaining the 3,000 vehicles of the district government fleet (excluding police, fire and emergency vehicles). The Administration staff performs preventative maintenance, responds to emergency road calls, and is responsible for all repairs including engines, transmissions, electrical, hydraulic, and fuel and brake systems. The vehicles include trash trucks, construction vehicles, street sweepers, mid-size trucks, forklifts, vans, passenger cars as well as specialized vehicles. The administration is responsible for utilization analysis, control of capital, operation and maintenance costs, and fuel distribution. In addition, the Administration is responsible for vehicle acquisitions, new vehicle preparation, vehicle accident repair, license and registration monitoring, updating of vehicle data files including warranty and recall programs, vehicle utilization and availability, as well as disposal of obsolete vehicles.

    The incumbent is responsible for managing the city-wide fleet management program through subordinate organizational components that provide maintenance, fueling, parts, and acquisition services to the Department of Public Works as well as other components of the District of Columbia government.

    Duties and Responsibilities

    The incumbent plans, directs, coordinates and controls all the activities, operations, and programs which are generated as a result of the functional responsibilities of a city-wide fleet management program that provides maintenance, fueling, parts, and acquisition services throughout the District of Columbia government. Plans, directs, coordinates and controls the long-term, short-term and day-to-day operations of the Administration to ensure that the major programs are implemented as efficiently and effectively as possible.

    Responsible for the management and administration of the District''s fleet management program focusing on Fleet Consumables, Scheduled Fleet Maintenance, Unscheduled Vehicle and Equipment Repairs, Surplus Vehicle Program, Vehicle Acquisition Program, Staff Training and Development, Customer Service and Accountability, and Fleet Management Innovations.

    Qualifications and Education

    Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

    Licenses and Certifications

    The incumbent of this position is required to hold and maintain a valid driver''s license.

    Work Conditions/Environment

    The work is performed in a typical office setting - primarily sedentary, requiring no special physical demands.

    Other Significant Factors

    Duration of Appointment: MSS- At-Will. Management Supervisory Service-Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

    Collective Bargaining Unit: (Non-Union) This position is not in the Collective Bargaining Unit.

    Position Designation: This position has been designated as security sensitive; therefore, the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks and background investigations, as applicable.

    Essential Designation: This position is designated as an essential employee under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, such as snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.

    Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
