Summary

Primary responsibilities are to assist the Fleet Services Manager with the maintenance and repair of approximately 250 Lubbock County vehicles. Ensuring all work performed by inmates is inspected & correct; eliminating any possibility of faulty workmanship. Enter and maintain records related to vehicle maintenance and inspections, accurately entering data in to a computer. Supervision of Working Inmates, very frequent to near constant oversight of mechanical work being performed. Additionally, teaching new skills, encouragement, and integrity through motivation, mentoring, monitoring and coaching to reduce recidivism.

Work involves performing complex and technically advanced automotive repairs; verifying effectiveness of work through test driving vehicles; and work closely with the Fleet Services Manager to schedule and coordinate repairs that require expertise. Work is performed under moderate supervision with extensive latitude for the exercise of technical judgment within the limits of generally accepted automotive maintenance practices, agency policies, procedures, rules, and regulations.

Essential Duties

• Plan, organize, and coordinate the servicing, maintenance, and repair of agency vehicles and supervise assigned inmates to accomplish work unit objectives efficiently and effectively.
• Write and assign work orders for individual vehicles, extensively monitor work-in-progress on all work being performed by inmates, and examine and sign work orders after work is completed.
• Inspect capital equipment randomly to ensure that proper and regular maintenance is performed and that the equipment is in safe and reliable working condition.
• Teaching new skills, pride and integrity through motivation, mentoring, monitoring and coaching.
• Monitor tools, equipment, and supplies to keep the garage activity operating effectively.
• Diagnose vehicle operating problems using service repair manuals, visual inspection, mechanical, electronic, and pneumatic testing equipment.
• Perform bench repairs to various types of automotive components (alternators, starters, etc.) by removing worn or damaged components using the proper equipment and repair procedures. Only if time allows.
• Diagnose, repair, replace, and correct operating problems including but not limited to cooling systems, air conditioning, exhaust, anti-lock brake systems, various manufacturer's air bag systems, steering, and suspension parts.
• Operate a wide variety of hand, power and bench tools, and a variety of measuring and testing equipment in performance of assigned duties.
• Test drive vehicles to verify effectiveness of repairs performed.
• Discuss malfunctions, warranties, parts, and service with a wide variety of internal and external departmental "customers".
• Stay abreast of new technologies included on the new vehicle being added to the fleet.
• Estimate repairs, coordinate, and interact with parts vendor to provide the parts and supplies needed to repair and maintain agency vehicles, and maintain records of work performed in the fleet facility.
• Compile information from files and records to respond to inquiries from various sources regarding maintenance/repair status.
• May coordinate the disposal of hazardous materials including but not limited to batteries, waste oil, and antifreeze.
• May coordinate various phases of vehicle repair including warranty work performed by dealerships.
• On Call 24/7 for repairs and road service.
• Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES: This is a non-supervisory position.

The requirements listed below are representative of the knowledge, skill, and/or ability required. Graduation from a standard senior high school or the equivalent (GED). Plus some training or courses in automotive repair at a college or Trade School.

Supplemental Information

Knowledge, Skills and Abilities:

Experience - Three or more years of extensive progressively responsible work experience in repairing and maintaining automotive vehicles is desired. Alternate experience will be evaluated and considered.

Knowledge of agency rules, regulations, policies, and procedures.

Automotive knowledge - Functions, interactions, and proper operation of all automotive systems (electrical, ignition, engine, power train, brakes, transmission, etc.) and of the tools, equipment, procedures and methods applicable to diagnosing, repairing and testing corrections to malfunctions. Read and understand automotive repair manuals. Assist inmates in diagnosing and repairing malfunctioning vehicles.

• Interpersonal skills - Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers.
• Communication skills - Excellent verbal and written communication skills to include grammar, punctuation, and spelling. Ability to make quick and accurate judgment calls regarding the need to provide information to Division personnel.
• Computer skills - proficient with personal computers and various software; e.g. spreadsheets, word processing, databases, desk-top publishing, smart phone and other standard office equipment.
• Organization skills - Ability to multi-task and prioritize in a high-stress, fast-paced, multi-demand environment, and the ability to make sound work-related judgments and decisions.
• Leadership skills - Strong leadership skills with the ability to direct and motivate inmates.
• Confidentiality - Must be able to responsibly handle sensitive and confidential information and situations

Certificates, Licenses, Registrations:

• Valid driver license from state of Texas.
• Automotive Service Excellence (ASE) Certified in 3 Categories or obtain them within one (1) year of employment.
• Current State of Texas Vehicle Safety & Emissions Inspector License or obtain one within ninety (90) days of employment.
• Possession of or ability to obtain, a Basic Jailer's Certificate from the Texas Commission on Law Enforcement (TCOLE).

The working environment will include, but is not limited to the following; Indoors, outdoors, In vehicle, wind, rain, sleet, snow, hail and temperatures ranging from below 0 degrees to above 100 degrees Fahrenheit.

Driving requirements for this position: moderate-frequency, very complex when called out to extract vehicles from mud and/or snow, tire changing and roadside repairing.
