Purpose of Position

(This recruitment is a part of the Fleet Services Technician series is to fill two open positions within the Fleet Services team in the Public Works Department. To be considered qualified, an applicant must meet the minimum requirements for this position, or one of three levels of the Fleet Service Technician positions that are also posted.)

PURPOSE OF POSITION:

An employee in this class is responsible for the timely scheduling and completion of maintenance and repair of all city vehicles and equipment. Work is under the general supervision of the Fleet Services Manager who primarily reviews work through results obtained. Oversees employees assigned to the Fleet Services Division.

Essential Job Functions

ESSENTIAL JOB FUNCTIONS:

Assist the Fleet Services Manager by coordinating and overseeing the work of the vehicle maintenance crew. Coordinates the responsibilities of the crew which performs the repair, maintenance, and renovation of equipment and vehicles owned by the City. Duties involve planning and assigning work and providing input to the Fleet Services Manager on employee performance. This position may assist in invoice payment and record keeping activities related to the Shop. Coordinates the day-to-day activities of the crew and performs similar work assigned to the crew including scheduled and unscheduled equipment and vehicle maintenance and repair.

Coordinates the work of subordinate employees to accomplish timely maintenance of city vehicles and equipment.

Prepares employee work schedule. Initiates and oversees needed purchases / procurements.

Reviews daily operation and maintenance reports. Operates, troubleshoots, and trains others in the use of computer information systems.

Maintains parts inventories and orders. Maintains records, prepares reports and other specialized maintenance records of equipment and mechanical equipment.

Consults with higher level managers, vendors, and subordinates regarding major fleet equipment related problems and needs. Interacts with contractors, vendors, and customers.

Attends meetings and may serve on interview/screening panels providing input to hiring authority. Assists Fleet Services Manager with Shop cost accounting and shop rate calculations. Assists in building the annual budget.

Operates a motor vehicle regularly to attend meetings, trainings, equipment maintenance, and other situations when necessary.

Assists with customer relations issues with all Departments, serving as the Fleet Services Manager representative in his/her absence.

May assist with writing and evaluating contracts by drafting bid specifications and soliciting bids for equipment purchase in accordance with City, State, and Federal rules and regulations. Research latest industry related, or fleet management software and advise management for use in budgeting and purchasing.

Drives vehicles and equipment within the shop and surrounding area to repair and test without necessarily being able to operate the related machinery.

Operates a wide variety of manual, power, and electronic tools to perform duties.

Assists Fleet Services Manager in providing vehicle purchasing, research, and bidding services as needed.

Works for extended periods of time in adverse weather conditions; understands and follows verbal and written instructions; establishes and maintains effective working relationships with other employees, supervisors, and the public.

Performs other duties as assigned.

Qualifications

JOB QUALIFICATION REQUIRMENTS:

Mandatory Requirements:

High school diploma or GED equivalent plus eight (8) years specialized training in mechanics, maintenance management, or a closely related field, and supervisory experience and/or training; or any equivalent combination of education and experience required to perform the described duties.

Necessary Knowledge, Skills, and Abilities:

Thorough knowledge of automotive mechanics; considerable knowledge of gas and diesel engines, transmissions, hydraulics, fire pumps and valves, generators, specialized energy equipment and welding; price trends and grades or quality of materials and equipment. Working knowledge of the hazards and safety precautions common to municipal maintenance and repair activities. Working knowledge of the practices, methods, materials, and tools used in modern equipment maintenance.

Skill in the operation of listed tools and equipment. Ability to establish and maintain effective preventive maintenance programs, policies, and procedures; Ability to maintain effective accounting procedures; Ability to carry out assigned projects to their completion; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, supervisors, vendors and the public; Ability to repair, troubleshoot and optimize performance of all equipment.

Special Requirements/Licenses:

The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver's license.

Possession of or must obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment.

Must have and maintain a safe driving record.

Possession of, or ability to obtain, ASE (Automotive Service Excellence) and EVT (Emergency Vehicle Technician) certifications.

Desirable Requirements:

First Aid and CPR certification; certifications appropriate to complete the repair and maintenance of gas and diesel engines, and Fire and Medic apparatus.

Operate motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanics tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; computer, calculator, phone; copy and fax machine, mobile radio.

Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level.

Employees in this position will participate in the City of Redmond Hearing Conservation Program.

Employee may be required to work evenings, weekends, or holidays.
