Position Description About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.

What you will do at Harris County Flood Control District:

The Harris County Flood Control District (District) is seeking qualified interns to join our Flood Resilience team. As an intern, you will work closely with the Flood Resilience staff in connection with the activities of the Community Flood Resilience Task Force (CFRTF) and the Infrastructure Resilience Team (IRT).

This paid internship program will provide candidates with an exciting opportunity to learn 'real world' experience and gain clarity on their ideal career path. Working with our organization will also offer the opportunity to contribute to various community development initiatives.

Essential Functions & Duties:

• Contribute to the production of the Harris County Flood Resilience Plan, working with staff, consultants, and community members. • Support activities of the District's Flood Resilience Division. • Support activities of the Harris County Flood Resilience Task Force (CFRTF), an external advisory committee. • Support activities of the Infrastructure Resilience team (IRT), an internal coordinating committee of Harris County. • Learn about the history, purpose, and functions of the District, the IRT, and the CFRTF. • Support and participate in meetings and activities of the District, CFRTF and IRT. • Analyze data, including geospatial data and flood vulnerability scenarios. • Write reports and memos; conduct independent research and develop best practices on topics that are integral to flood resilience. • Support and participate in public engagement activities. • Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements

Education: Must be a full time undergraduate at an accredited university or college. Must have completed at least one (1) year of college studies with coursework in communication, public administration, government, planning, social work, architecture, engineering, project management, computer science, geography, environmental science, environmental justice, or a similar curriculum. Must be in good standing.

Knowledge, Skills, and Abilities:

• Work well and build strong relationships with employees at manager and executive levels and with diverse communities. • Work independently with limited supervision, relative autonomy, and general review. • Excellent organizational skills. • Utilize good time management skills and effectively prioritize and manage multiple tasks/initiatives. • Strong analytical skills. • Must be able to solve simple mathematical problems associated with normal work situations. • Excellent verbal & written communication skills. Able to communicate effectively with co-workers, industry and/or governmental representatives. • Strong skills using Microsoft Office applications (Outlook, Word, Excel).

Preferences

Licensure: Valid Class "C" Texas Driver's License. (preferred)

Experience: Bi-lingual skills in English/Spanish. (preferred)

Physical Demands & Environmental Exposure:

• Frequent stooping, bending, reaching, lifting, and carrying of items up to 11 pounds and occasional lifting of up to 20 pounds. • Frequent driving of a vehicle with automatic controls and four-wheel drive. • Occasional walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrains, plowed or furrowed areas, or construction sites. • Approximately 85% of duties are performed outdoors, where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind and dust, wildlife, and flying/walking insects. • When at field locations, may be exposed to vibration and/or noise more than 85 decibels. • Approximately 15% of duties are performed indoors in a normal office environment with acceptable lighting, temperature, air conditioning, and noise levels.
