FOIA Systems Analyst

Purpose:

The FOIA Systems Analyst supports business-process analysis, requirements development, process improvement, and modernization initiatives within a federal enterprise environment. This position also provides specialized support for FOIA-related processes and case-management systems. The role serves as a liaison between business stakeholders and technical teams to ensure system solutions and process improvements effectively support operational needs.

Responsibilities:

• Conduct interviews, workshops, and fact-finding sessions with stakeholders.
• Identify, document, analyze, and validate business requirements.
• Develop business-process models, workflow diagrams, use cases, and process-flow documentation.
• Use Microsoft Visio and related tools to document business processes.
• Assess current processes and identify gaps, inefficiencies, redundancies, and automation opportunities.
• Recommend modernization and business-process improvements.
• Analyze FOIA processes and supporting systems.
• Support implementation, configuration, testing, and modernization of FOIA case-management systems.
• Serve as liaison between business stakeholders and technical teams.
• Validate that technical solutions meet business and operational requirements.
• Support projects using SDLC methodologies, Agile principles, and project-management best practices.
• Prepare status reports, business documentation, and analytical products for stakeholders and leadership.

Qualifications:

• Bachelor's degree in Business Administration, Information Systems, Management, or a related field required.

• In lieu of a degree, a minimum of 8 years of relevant business analysis, requirements management, process improvement, or stakeholder-engagement experience may be considered.

• Current Business Analysis certification required, such as:

• IIBA CBAP

• IIBA CCBA

• PMI-PBA

• Experience with requirements management, business-process modeling, and workflow analysis.

• Experience supporting FOIA case-management systems strongly preferred.

• Experience with Microsoft Visio.

• Experience supporting enterprise IT modernization or business transformation.

• Strong communication skills with both technical and non-technical stakeholders.

• Ability to successfully complete and maintain a Public Trust background investigation.
