Forward Planner | Residential Homebuilding Land Development | Entitlements | Pre-Construction
A leading production homebuilder is seeking a Forward Planner to manage the planning, coordination, and flow of information required during the start-up of land development for new home residential communities. This role bridges the Development Team and various governmental agencies and departments to meet critical milestone dates — taking undeveloped land to a ready-to-build vertical stage.
Key Responsibilities
Serve as the primary liaison between the development team and governmental agencies and departments
Plan tasks and schedules for entitlement and permitting
Manage feasibility studies, permit fee analyses, and project development reports
Oversee entitlement and permitting research
Apply knowledge of zoning, general plans, municipal codes, and ordinances
Facilitate and coordinate the review of title reports
Coordinate project-specific public outreach efforts
Manage consultant contracts and performance
Develop and maintain entitlement schedules and budgets
Lead and direct consultants in design and development of Entitlement Plans
Ensure project vision is maintained throughout the entitlement process
Manage project team coordination meetings, agendas, and records of decisions
Coordinate with internal team and outside legal counsel to draft CC&Rs, disclosures, and Sales and HOA documents
Qualifications
Bachelor's degree in Construction Management, Civil Engineering, or related field preferred
2+ years of land development or pre-construction experience required
2+ years in project management or forward planning required
Experience with civil improvement plans, entitlements, conditions of approval, final mapping, and CC&Rs
Knowledge of local, state, and federal laws pertaining to land use and environmental impacts including CEQA and NEPA
Ability to manage multiple projects simultaneously
Proficiency with MS Office
Ability to travel to various projects and county entities as required
