Function

The purpose of this class is to provide programmatic day-to-day operation of the Foster Grandparent Program for the Peninsula area, including Hampton, Newport News, York County, Williamsburg, James City County, and Poquoson. Provide direct supervision of program staff and participating Foster Grandparent volunteers. The position will coordinate and conduct the program within the school systems and communicate with the site supervisors. Reports to the Adult Services Program Manager.

Typical Responsibilities:

  • Supervise and support Foster Grandparent program staff and volunteers.
  • Recruit, train, orient, and assign volunteers to appropriate service sites.
  • Coordinate daily program operations and maintain relationships with participating schools and agencies.
  • Plan and facilitate monthly meetings, trainings, and advisory council sessions.
  • Assist with grant writing, budget preparation, and securing matching funds.
  • Monitor compliance with program regulations and prepare required reports.
  • Promote the program through community outreach, presentations, fundraising activities, and media engagement.
  • Evaluate employee performance, provide coaching, and recommend staffing needs.
  • Serve as a liaison between sponsoring agencies, community partners, and program stakeholders.

Minimum Qualifications:

  • Requires a Bachelors degree in Social Work, Sociology, Human Services, or a closely related field of study.
  • Requires a minimum of five years of full-time equivalent supervisory experience in family engagement, child development, or family-focused social work, or closely related experience.
  • A combination of education and experience may be considered for this position.
  • This position is safety-sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current substance abuse policy.
  • Must successfully pass a background check related to this position before any offer of employment or promotion.
  • Must possess a valid driver's license and must have and maintain a satisfactory driving record based on the City of Hampton's criteria

Additional requirements:

  • Requires effective communication with internal and external customers.
  • May require working beyond a standard 40-hour workweek to include evenings and weekends.
  • The incumbent may be considered "essential personnel" during City emergencies or at the direction of the City Manager, which may include long hours and unusual schedules.
