With minimal supervision, and with extensive latitude for the use of initiative and independent judgment, the Contract Manager performs highly advanced, senior level, technical and consultative work assisting with the oversight of the daily operations and grant and contract management activities within the Family Support Services (FSS) division. The Contract Manager provides leadership and support in grant and contract management by participating in contracting activities such as contract and amendment development, budget oversight and fiscal accountability, contract funding allocation decisions, continuous quality improvement activities, contract monitoring, and other contract management activities that meet FSS goals and objectives. This position is responsible for large scale project management and implementation for grants and contract management work within FSS. Responsible for completing analysis of grantee and contractor performance by reviewing contractor expenditure data, performance reports, and other pertinent data as it relates to grantee and contractor performance. Aids and recommends contract actions for enforcement of the terms and conditions of the assigned FSS grant or contract, including any escalation of issues to FSS leadership.
The Contract Manager facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between the FSS and the grantees or contractors. The Contract Manager is the liaison between grants/contractors, program staff, and procurement teams. Responsible for implementing goals and objectives; developing contract management and fiscal accountability guidelines, processes and procedures; developing schedules, priorities, and standards for achieving established performance measures; monitoring contract compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures.
May oversee the work of others.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Essential Job Functions:
2.Contract and Grant Budget Oversight - Serves as lead budget oversight by negotiating funding allocations, projecting expenditures to ensure appropriate use of funds, monitoring, reviewing, and tracking expenditures
4.Contract Project Implementation - Manage large-scale grant/contract projects and other special projects for the FSS division related to contract management and fiscal accountability. Serves as subject matter expert related to grant and contract management on assigned workgroups in coordination with internal stakeholders. Will prepare special correspondence or reports, analyze data, and compile statistical reports using Word and Excel or other word processing and spreadsheet applications. Coordinates and implements changes as new federal and state laws, rules, regulations, and agency policies become effective. May oversee the work of others.
5.Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Registration or Licensure Requirements:
Certified Texas Contract Manager (CTCM) must be obtained within the first year of employment.
Initial Selection Criteria:
Experience managing Human Services grants and contracts.
Certified Texas Contract Manager (CTCM) is preferred.
