Family Services Specialist I/II – Adult Guardianship

Position Overview
The City of Virginia Beach Department of Human Services is seeking a compassionate, detail-oriented Family Services Specialist I/II to support the Adult & Aging Division's Guardianship Program. This position plays a critical role in protecting vulnerable adults by managing guardianship cases, reviewing required reports, monitoring compliance with state and federal regulations, and identifying potential concerns related to abuse, neglect, or exploitation.
The ideal candidate has strong analytical and organizational skills, knowledge of social work principles, and the ability to collaborate with legal professionals, public and private guardians, and community partners to ensure the safety and well-being of adults under guardianship.
Key Responsibilities
- Manage guardianship case activities, including opening, maintaining, and closing cases within the state's case management system.
- Receive, review, track, and document annual and required guardianship reports to ensure compliance with federal, state, and local policies.
- Evaluate reports for indicators of abuse, neglect, exploitation, or other Adult Protective Services concerns and take appropriate action.
- Maintain accurate case documentation using established social work practices and documentation standards.
- Monitor guardianship cases to ensure required documentation is received and processed in a timely manner.
- Communicate effectively with attorneys, public guardians, private guardians, courts, and community partners regarding guardianship matters.
- Review court orders, qualification documents, and legal records related to guardianship cases.
- Screen referrals to determine Adult Services and Adult Protective Services jurisdiction, eligibility, and risk factors.
- Extract, analyze, and prepare reports using various databases and software applications.
- Verify invoices and process purchase orders for payment to public guardians (Family Services Specialist I responsibilities).
- Respond promptly to judicial requests and maintain compliance with court deadlines.
- Apply social work principles, ethics, and professional judgment in case review and documentation.
- Attend required meetings, trainings, and professional development opportunities.
- Maintain confidentiality while handling sensitive client and legal information.
Minimum Qualifications
Family Services Specialist I
- Bachelor's degree in Social Work, Counseling, Gerontology, Guidance & Counseling, Family & Child Development, Psychology, Sociology, or another human services field.
OR - Bachelor's degree in any field with at least two (2) years of related human services experience.
- Valid driver's license.
Family Services Specialist II
- Bachelor's degree in Social Work, Counseling, Gerontology, Guidance & Counseling, Family & Child Development, Psychology, Sociology, or another human services field with three (3) years of human services experience.
OR - Bachelor's degree in any field with five (5) years of related human services experience.
- Experience must include two (2) years working in Adult Protective Services or directly serving older adults and individuals with disabilities.
- Valid driver's license.
Preferred Qualifications
- Experience in Adult Services, Adult Protective Services, Guardianship, Aging Services, or Case Management.
- Knowledge of Virginia guardianship laws, policies, and court procedures.
- Experience reviewing legal documents and court orders.
- Proficiency with Microsoft Excel, Word, Outlook, PowerPoint, Mail Merge, internet research, and electronic case management systems.
- Strong analytical, organizational, and documentation skills.
